Function of the ARCN • ID, secure & transfer IP to Atlantic firms • If no receptor- transfer to entrepreneur • Access to university resources to address Atlantic industry problems & opportunities • Develop collaborative research & partnerships with Atlantic Companies • Attract new research to Atlantic Universities
All TTO’s and ILO’s • Deliver Educational Programs – Tech Transfer and Commercialization • Run Networking Sessions • Facilitate Industrial Sponsored Research • Walk the Halls – Monitor Research • Pre-Screen and Assess Technologies • Develop POP projects • Publicize technology commercialization activities and successes • Creation of spin-offs
TTO Specialist • Monitor their specialty in all Atlantic Universities • Screen and Assess – Patentability, Technical & Commercial feasibility • Protect and Manage Intellectual Property • Assist in creation of spin-offs
Total Human Resources • Technology Commercialization – Existing 9.2 - AIF Supported 9.5 • ILO’s – Nova Scotia Supported 5.5 24.2 Universities to provide support staff (as well as office space and services) through in-kind contributions.

Shared Service Day Guidelines • Services Free of Charge • Credit System if over or under budget • If over budget – can buy services at cost • Record Keeping by Network Manager • Service provider shall offer its highest level of service • IP belongs to discovering university
Governance of ARCN • AAU Council Appoints Board • ARCN Advisory Board – Chair, 2 university and 4 private sector directors • Board develops strategy and reviews performance

February Budget • Funds to Tri-Council for Commercialization • triple IPM, triple POP/I2I ($15 million per year for NSERC) • Industry Canada $10 million per year for 5 years for commercialization of university research • NRC $5 million per year for 5 years for commercialization of public research (Federal Labs and Universities)
Near Term Development • Captive Venture Fund • Support for promising research • Support for Receptor & Spin-off Companies using ARCN technologies
Longer Term • Institutionalized allocation of Granting Council funds for commercialization at universities • Partnership and Venture Funds integrated into University TT Networks • National Network built on Regional Networks
