Project Review Process Project Impact Ajay Dalmia Milind Mehere Anirban Hazra
Background • Different initiatives at chapter level, single volunteer driven • Initiatives around Metrics definition and measurement • Various chapters follow own system • No cohesive strategy at asha-wide to measure impact, value created by Asha • Need for single impact, value measurement system
Session Objectives • Gain buy-in on the broad category of measures • Gain buy-in on the metrics under each categoryof measure • Outline a process to standardize and roll-out project measurement and impact using standard metrics across chapters
Review Framework Asha Mission: To catalyzesocio-economic change in India through the education of under-privilegedchildren • Project Measures Categories • Metrics that measure project progress towards catalyzing the local community/govt. for change • Metrics that measure project progress towards achieving our vision of socio-economic change • Metrics that measure project progress towards educatingunderprivilegedchildren
Project Metrics Examples:Metrics that measure project progress towards catalyzingthe local community/govt. for change • Level of community ownership & participation • Community involvement in project decision making • Government buy-in of the project • Involvement of other groups in the community
Project Metrics Examples: Metrics that measure project progress towards achieving our vision of socio-economic change • Average monthly household income • Increased female literacy • Increased female ownership of issues • Increase in perceived value of education • Convenient access to basic health care • Educating the educated and elite about the importance of education in rural areas
Project Metrics Examples: Metrics that measure project progress towards educatingunderprivilegedchildren • Reducing parental frustration at slow progress in schools • Increased student attendance • Lower drop-out rate • Average distance traveled by the student • Level of parent teacher interaction
Review Process Validation of the broader socio-economic vision that the project is a part of Validation of the short-term & long-term goals that support the vision Validation of the “metrics” that measure the short and long term goals Measure progress by reviewing “actual project metrics” against “baseline project metrics” Validation of the connection between the “project metrics” and the “metrics” that measure goals Validation of “baseline project metrics” Validate & adjust “metrics” that measure the short and long term goals Validate & adjust the short-term and long-term goals
From Metrics to Impact Project Impact Goals and Objectives: • To analyze project effectiveness, quality and value in Asha projects. • Create/validate Project metrics to measure quantifiable value in the projects we fund. • Measure actual impact against metrics • Propose standard process for implementing to all Asha-wide projects
Step 1: Create Value Measurement System • Identify Key Metrics (partially done) • Study existing materials, project questionaire (asha-sv, seattle, etc) documents • Refer best practices: other non-profits like WB, AID, UNICEF etc • Create value measurement system for measuring impact
Step 2: Measuring Impact Historical Perspective: • Study of past projects (Asha 2000 reports, project reports from key projects) • Measure actual impact against metrics • Gap Analysis and study what’s missing • Validate metrics v/s actual
Step 3: Document Findings, rollout value measurement system • Publish and document findings of the study • Create template and measurement system based on which future projects will be measured Rollout: • Create rollout process, • Identify pilot (projects/chapters) to implement in Asha • Initiate a measurement system for all on-going projects
Next steps • Revive Project Impact group • Identify Core volunteers • Execute action plan already created • Plan to complete by Fall 2003
