Objectives of Mweya Meeting • To understand what PES is, potential applications, and role in rural development and conservation in East and Southern Africa. • To share experiences and lessons learned on PES from around the world and consider within an African setting. • To assessments the status of PES and institutional capacity in selected countries of Africa. • To build channels for communication between different sectoral actors whose input is required for PES. • To plan a strategy for investment in pro-poor PES in ESA.
Participants will be able to: • Define and distinguish different types of PES • Identify potential buyers and sellers • Recognize different institutional models for organizing PES at the deal and system levels • Understand the key elements that need to be in place for structuring a PES system • Recognize the potential risks of PES • Understand how PES complements or competes with other conservation elements • Understand equity challenges in the context of weak property rights and opportunities of PES • Understand the basic mechanics of of PES
Agenda Tuesday • Institutional Foundations of PES: Conceptual framework, country cases for Uganda, Kenya, South Africa • Mechanics & Organization of PES: Payments for carbon, biodiversity, watershed cons. (plenary+ break-out groups) • Making a Market: Mobilizing buyers, policy framework, enabling community sellers
