Maritime Infrastructure Protection Symposium (MIPS) 2014“Partnership, Coalitions, and MIP” • Rear Admiral (Italian Navy) Alessandro PIROLI UNCLASSIFIED//FOUO
Aim • Presenthow the Maritime InfrastructureProtection can benefit from a Partnership & Coalitionapproach • Propose a possible Way Ahead in the development of MIP
MIP - National functionalareas Maritime Interagency Network Military/Law Enforcement assets EOD Divers Harbour Protection System … Mine Warfare Capability Intelligence Port & CoastalSurveillance
MIP - National Response • MIP systems characteristics which should be expolited to overcome current threats: • Technological • Layered • Ready • Mobile • Joint (Navy lead) & Interagency

Limits of nationalapproach • The unpredictability of the threat and itscomplexitymakesdifficult to define a defensivestrategyto protectallsensibleobjectives • Veryfew Nations are capable to adopt MIP measures in order to defendallpossible targets
Going from National to Multinational • Information collection and sharing can bevital to prevent the loss of sensibleobjectives • Limitations on specific MIP functionalareas can beovercomedwith a multinationalintervention, thatforthisaim, shouldbe: • Ready • Deployable • Joint (Navylead) • Interoperable • Interventionbased on common/sharedinterests

MIP – MultinationalResponse • The attitude to establish relations with otherCountrieshas to be developed and exploited • Nations have to acquire the «habit» to partnership through Maritime Confidence Building activities

Way Ahead • Technology • Develop technological MIP Systems tailored to be used in a Multinational environment • Capacity Building • Acquire “habit” to conduct Naval Cooperation activities, exploiting every opportunity to develop in port and at sea training (e.g. port visits; dedicated naval Units & Mobile Training Teams) • Partnership • Develop and regularly organize staff Talks; meetings; workshops; cooperation plans; etc. • Develop joint and interagency systems to share Maritime Situational Awareness • Coalitions • Be ready to build-up a tailored Coalition to respond to a crisis, if the situation requires
Way Ahead Keeping in mind Confidence Building has to be continuously fed in order to achieve the desired objective
