APPLICATION PROCESS (Consultant Services – Technical Assistance) 1. Publication of procurement notice at the EBRD webpage = invitation to submit Expression of Interest (Describtion of Assignment, goal, duration of consact, TOR, budget info, 2. Elaboration and submitting of EOI to EBRD – in line with requirements (presentation of team of experts (expertice and references, staffing and organistion of the team) 3. Invitation of the short listed consultants and invitation of EBRD to submitt FULL PROPOSAL - in line with Request for Proposal – Standard Instruction to Consultant - evaluation Criteria (Experience and capability, relevance of the WP and methodology to the assignment, qualification and key personal, other factors) - Terms of References (content of TA, requirements on reporting, duration, deliverables, requirements on consultants profile) - agreement with standard consultancy contract conditions of EBRD 4. PROJECT OBJECTIVE Assist EBRD and local national authorities with: up-grate of building energy efficiency legislation: - in Moldova: Ministerial Decree - in Kyrgyzstan: Technical Reglament strengthening the regulatory framework in the building sector In Moldova and Kyrgyzstan ENHANCING REGULATORY FRAMEWORK FOR ENERGY EFFICIENCY IN BUILT ENVIRONMENT
BACKGROUND: 48% of final energy consumption present buildings 80% of building stock constructed in 50s-80s typical with high rate of energy losses (no EE taken into account, subsidized energy prices) buildings – large EE potential 30-40% improvement of energy performance = > can contribute to energy dependency decrease (both countries imports 90-98% of fossil fuels) only mandatory regulatory framework - technical standards, health & safety regulations and construction permit procedures. SCOPE OF THE WORK Revision of existing legislative and regulatory framework Develop drafts for new energy efficiency legislation for buildings in line with the EPBD Directive ; Improve the procedures for application for building projects Assist the national authority with integration of the new legislation in the regulatory framework for buildings including health and safety regulations and construction procedures; Increase capacity of national building authorities and local experts Raise awareness of the approach and impact of the revised standards; Promotionand dissemination of the drafts of new standards among general public and expert community in the country; ENHANCING REGULATORY FRAMEWORK FOR ENERGY EFFICIENCY IN BUILT ENVIRONMENT
