Regional Anti-Doping Organizations (RADOs) Current Scenario 126 countries are members of a RADO As member of a RADO, the NOC & Government must maintain an active & supportive role with RADO 139 countries (RADO and non-RADO members) have established NADOs If your country does not have a NADO or is not a member of a RADO Work with Government to establish a NADO In the interim, the NOC operates as NADO by default ANOC General Assembly

  11. Russian Investigations & Russia Status Update WADA established two independent investigations – the “Pound Commission” and “McLaren Investigation” following media allegations. Both investigations had strong support from athletes. IC “Pound Commission” Report published in November 2015 Focused on the sport of athletics in Russia Uncovered organized doping Following IC Report, WADA revoked the accreditation of the Moscow lab (whose director was dismissed) and declared RUSADA non-compliant IAAF suspended Russian Federation and athletes’ personnel IOC integrated information into sample re-analysis ANOC General Assembly

Russian Investigations & Russia Status Update IP “McLaren Investigation” Report published in July 2016 Focused on media allegations made by former Moscow lab director Grigory Rodchenkov regarding manipulation of the doping control process at Sochi and Moscow labs from 2011 – 2015 Uncovered more organized doping and collusion, in particular through “Disappearing positive Methodology” at Moscow lab and “Swapping Sample Methodology” at Sochi lab Corroborated and added to the former lab director’s allegations through additional testimonies, as well as analytical and forensic work ANOC General Assembly

Russian Investigations & Russia Status Update WADA ExCo recommended to the IOC and IPC to review issues raised in the Report under their respective Charters with respect to Rio 2016 IOC deferred matter of sanctions to the respective IFs IPC delivered a “blanket ban” on Russian athlete participation at Rio 2016 Second part of McLaren Report to be published in December WADA is currently working with RUSADA and Russian authorities to help RUSADA regain Code compliance and build a robust domestic anti-doping system ANOC General Assembly

  14. FOLLOWING AN UNPRECEDENTED YEAR FOR THE ANTI-DOPING MOVEMENT, THE FOCUS SHIFTS TO ENSURING A STRONGER, MORE INDEPENDENT AND EMPOWERED WADA

The Anti-Doping System - Ongoing Discussions • IC Reports highlighted critical areas in which the global anti-doping system, its rules and their implementation by stakeholders (IFs, NADOs, NOCs, labs…) need to be reinforced • WADA has already initiated enhancements of the system by developing its activities further in critical areas and strenghening: • Labs’ and Anti-Doping Organizations’ monitoring • Ability and resources to conduct investigations (since 2015) • Whistleblowing process to encourage and offer greater protection to informants • Discussions on IOC independent testing authority proposal ANOC General Assembly

The Anti-Doping System – Important Meetings To engage anti-doping stakeholders around the required enhancements to be made to the system, a series of important meetings have been/are being held: • NADO Extraordinary Summit – 30 August 2016 • WADA Think Tank – 20 September 2016 • Executive Committee Meeting – 21 September 2016 • Olympic Summit – 8 October 2016 • NADO Summit – 26 October 2016 • Government Meeting - 17-18 November 2016 • Foundation Board Meeting - 20 November 2016 ANOC General Assembly

The Anti-Doping System: Emerging Themes WADA to continue strengthening its independent, ISO-certified compliance monitoring program New consequences for non-compliance, including new WADA sanctioning powers Increased funding and resources Enhanced fully-independent WADA Investigations department Development of WADA’s Whistleblower Program, offering greater protection for whistleblowers ANOC General Assembly

The Anti-Doping System: Emerging Themes More rigorous WADA-accredited laboratory monitoring process WADA as the global regulatory for anti-doping – a working group to be set up to explore governance improvements Developing anti-doping legislation by re-engaging UNESCO Improvements to ADAMS, including its security ANOC General Assembly

  19. The Anti-Doping System: 2017 and Beyond More WADA-led consultation in 2017 World Conference on Doping in Sport to cap the review process at the appropriate time ANOC General Assembly

Protecting Clean Athletes Together • Clean sport is at a pivotal point • Doping remains the greatest threat to sport • WADA is committed to continuing to lead the fight for the protection of clean athletes and to supporting the entire anti-doping community – sport and governments • Renewed commitment required from all stakeholders to further enhance the effectiveness of anti-doping activities across all sports and countries ANOC General Assembly
