A look at trade flows: Truck entries from Mexico, 1995-2010 • 1995: 2.8 million truck entries across all southern land border • 2005: 4.7 truck entries across all southern land border • 2009: 4.3 million truck entries across all southern land border • 2010: 4.7 million truck entries across all southern land border • Source: Bureau of Transportation Statistics

Coordinated Border Infrastructure Program • CBI funds are drawn down by border state departments of transportation to fund border infrastructure projects. • Included in last highway funding bill, SAFETEA-LU • Major economic impact in New York - $27.5 million annually • Distributed to states by formula • Projects within 100 miles of the border

  7. Infrastructure and Manpower: Can the private sector and state and local governments play a role? Acknowledging that the federal government will not be riding to the budgetary rescue • Funds are not available for a dramatic boost in infrastructure or personnel spending Private sector, state, county and local governments poised to play a role? • Legislation moving that would allow for public-private partnerships, public-public partnerships in infrastructure and, hopefully, staffing

The Technology Challenge: Industry always a step ahead of government • More technology energy being spent between ports than at the ports • We have to walk and chew gum: Border security technology is needed between the ports, but the POEs themselves are missing out. • In 2012, shouldn’t we have a more effective way of measuring wait times at the border? • Pleased that CBP has shown more willingness to engage with private sector on POE ideas
