Pre-submission Consultation Statutory requirement under Regulation 14 of the Neighbourhood Planning Regulations Minimum consultation period of 6 weeks You must consult: • Those that live, work, or do business in the area • Statutory Consultation Bodies • Harborough District Council (Planning Authority)
Pre-submission Consultation You must proactively publicise the following to all consultees: • Details of the proposed Neighbourhood Plan • Where, when, and how to view the Plan • How to make comments on the Plan and the deadline for these to be received.
Pre-submission Consultation Good Practice • Put the Plan online and place printed copies in convenient publically accessible locations. • Provide a facility to send copies to those who cannot access online or displayed versions. • Produce a simple summary document / leaflet. • Hold events / drop in sessions • Provide a mechanism to receive and answer questions from consultees.
Dealing with Comments Types of comments: • Landowners and developers • Community • Service Providers • Planning Authority
Dealing with Comments ALL comments must be considered. Decisions must me made whether to make modifications to the Plan in response to each comment. These decisions should be recorded in a report along with evidenced justification. This report must be incorporated into your Consultation Statement
Consultation Statement Statutory document to outline the following: • Who was consulted on the Plan • Details of how they were consulted • Asummary of the main issues and concerns raised through the consultation process • Explanation of how these issues and concerns were considered and addressed.
