  2. Pre-Budget 2008 Submission • Social Welfare • Women’s Health • Childcare • Migration and Anti-Racism • Violence Against Women • Decision Making

Social Welfare • Increase Personal Social Welfare Rates by €18.00. • Increase Child Benefit for the 1st and 2nd child by €10 per month and by €15 for the 3rd and subsequent child. • Increase OPFP by €18.00. • Increase all Child Dependent Allowances up to standard rate of €22.00. • Increase the SWA payment for people in direct provision to €40.90

  4. Economic Independence for Women • Abolish the limitation rule for all payments. • Provide for full payments to all qualified adults and pay them directly • Change the ‘disregards’ in the homemakers scheme into ‘credits’ and make them retrospective to 1973. • Introduce a means-tested parental allowance for all low-income parents of children up to age 8 years and a part-time parental allowance for all low-income parents of children aged 8 to 14.

  5. Health & Well Being of Women • Full national rollout of Cervical and Breast Screening • Provide medical cards to all children up to age 18. • Allocate resources of €16.5m to community based women’s organisations and a specific budget line for the National Traveller Health Strategy • Introduce a cost of disability payment for disabled people.

  6. Migration and Anti -Racism • Allocate €10million to the fund for Initiatives to Support the Integration of Legally resident Immigrants • Allocate €3milion for the implementation of the National Action Plan Against Racism

  7. Childcare • Introduce 4 weeks paid parental leave. • Introduce 5 days paternity leave. • Initiate Universal early education for 3 and 4 year olds on a phased implementation over 3 years. • Initiate subsidised extended care for 3 and 4 year olds on a phased implementation over 3 years.

  8. Violence Against Women • Establish a national funding framework for NGO’s working on violence against women through the COSC Office. • Develop dedicated budget lines in the 6 Government departments which have a role in responding to, and preventing violence against women • Distribution of the€4.5million allocated in Budget 2007 in addition to 2008 expenditure

  9. Decision Making • Allocate €4million to support the development of community based women’s organisations and networks. • Allocate €2.5 million for the establishment of supports to promote the participation of women in political decision making.
