An Army accident is defined as an unplanned event, or series of events, which results in one or more of the following: ARMY Occupational illness to Army military or Army Civilian Personnel(ARNG Tech) Injury to on-duty Army civilian personnel (ARNG Tech) Injury to Army Military (AGR or M-day on Orders) on-duty or off-duty Damage to Army property Damage to public or private property, and/or injury or illness to non-Army personnel caused by Army operations (the Army caused or contributed to the accident) ARNG (only) Injury to ARNG personnel in a NON-duty status. (Report all serious injuries that effect one’s ability to do his/her job.) All Fatalities regardless of cause will be reported. (use the ARNG Class R to report these losses). AR 385-10, para 3-3 (a-e) What is an Army Accident?
AR 385-10 para 3-7 The following are not reportable through safety channels: Combat losses caused by enemy or by evading enemy Malfunctions of parts that are designed to wear out Damage that is planned (demolitions) Property damage from vandalism, riots, or felonious acts such as arson Deliberate damage Accidents caused during movement by commercial carrier Injuries associated with non-occupational diseases when the disease, not the injury is the leading cause of lost time Suicide or attempted suicide, homicide or self-inflicted injuries Illness caused by specific organisms or toxins (food-borne disease) Hospitalization when the patient is retained beyond the day of admission for administrative purposes unrelated to treatment Death due to natural causes, adverse reaction to medication, or alcohol What is NOT an Army Accident? OSHA 1904.7 (b)(5)(ii)(A-N) Definitions of First Aid(DA Pam 385-40, appendix I-2, pg. 242) Use of a non-prescription medicine on doctor’s recommendation Tetanus shots Cleaning superficial wounds Applying wound covers (bandages, gauze) Hot or cold therapy (ice) Non-rigid support (ankle/knee brace) Temporary immobilization for transport Drilling of a fingernail Providing an eye patch Removing objects from eye using irrigation or cotton swab Removing splinters with tweezers Using finger guards Using massage Drinking fluids for relief of heat stress. Diagnostic measures (X-ray or blood work) Step 3a: What Is 1st Aid? EXAMPLE: A soldier falls during company PT and complains of ankle pain. Medics apply an ace bandage and the soldier is transported to a hospital. The doctor X-rays the soldier and finds no broken bones. The doctor provides the soldier with non-prescription strength Tylenol and applies ice and compression. None of the above treatments exceed first aid. If the soldier has no restricted duty or missed time this would be classified as an on-duty Class-R accident.
When to report to the JFHQ-GA Joint Operations Center (JOC)? Report the following accidents to the JOC using the SIR format: Class A & B accidents Class C aviation accidents Anytime a Soldier in an On-duty status is taken to the hospital Serious Off-duty & Non-duty incidents that involve the hospitalization of a Soldier. Immediate notification by the first commander or ADSO in the change of command will be accomplished by one of the following means:
When to report to the NGB? Report the following accidents to the ARNG Watch using DA Form 7305 (Air),7306 (Grd), or SIR format: Class A & B accidents Class C aviation accidents All Fatalities regardless of cause State JOCs are responsible for reporting to the ARNG Watch: Telephonic: DSN 327-9350/9352, commercial (703) 607-9350/9352 SOHMs will report directly to Chief, Safety Branch NGB all class A & B accidents.
