CBO Authority / DCBO The Energy Commission is the Chief Building Official (CBO) and has the responsibility of enforcing the California Building Code. • Authority to delegate to either a local building official or an independent third party. The Delegate CBO (DCBO) represents the Energy Commission: • Engineering plan review and on-site inspections. • Energy Commission retains CBO authority including interpretation and enforcement of state and local codes.
Encina Power Station • The Encina Power Station (EPS) consists of five independent units built between 1954 and 1975. • The EPS converted to a single 400-foot exhaust stack in 1978. • The Energy Commission approved the EPS Demolition Plan in July 2015 as part of the ACECP Petition to Amend (PTA). • The PTA required the shutdown of EPS Units 1 through 5 and demolition of the EPS structures to grade.
DCBO Pre-Bid Conference • EPS Demolition (PHASE IV of ACECP) Activities Include: 1. Demolition of the following: • Power plant building and contents; • Combustion turbine and structures, east power plant building; • Ocean Water intake/discharge piping, structure and equipment; • Northwest structures, tanks, and piping;
DCBO Pre-Bid Conference • Fuel oil piping and supports; • Southeast corner structures; and • Two domestic water tanks on SDG&E property. 2. Site restoration (grading and contouring).
DCBO Pre-Bid ConferenceKey Items: • Zero Sum Contract. • Winning firm will contract directly with Project Owner for payment after completing negotiations with the Energy Commission. • Rates will be negotiated through the Energy Commission Process. • Third Party Beneficiary Agreement (Attachment 10).
