ICT Sector -> key indicators • Stable growth of 30-35% annually • ~ 10% of GDP -> software companies generate around 2% of GDP, 1 bln. USD in 2010 • More than 5000 companies • More than 3 mln. citizens have Internet access as of 2010 • In 2011, broadband access by households reached 39.8 % compared to 22.4 % in 2007 • More than 90 000 people are employed in the ICT sector • Talented & multilingual work force specialized in the field of knowledge-intensive services (KIS) Established 2001, 45+ software development companies and associates Main goal & mission ->software industry enabler for the economy -> promote competitive advantages -> encourage company excellenceCapacity -> more than 5000 software engineers BASSCOM ->
Challenges ->… Lack of qualified IT specialists -> slowing down the business developmentCurricula and education programs -> regular update according to the sector needs Active dialogue between government, academia and business -> elaboration of strategic documents and laws Policy reforms …. Survey outputs -> … Respondents -> more than 25 leading IT companies Qualitative results -> needs for major improvements to mental-emotional and personal-social competencies -> knowledge, skills, attitudes, values and experiencesQuantitative results -> If the business is doing well after three years it will need: -> 3 times more software specialists (in development, quality control/assurance, etc.); -> 2 times moremanagement staff (project management, departments, etc.); -> 2 times morespecialists in marketing and sales.
Activities and current initiatives • BASSCOM initiated the establishment of ICT NGOs working group regarding education • Bulgarian Association of Software companies - BASSCOM • Bulgarian Association for Information Technologies – BAIT • Association of Telecommunication – ASTEL • ICT Cluster Bulgaria • Bulgarian Web Association - BWA • Elaboration of qualitative and quantitative requirements of the software industry regarding the education system in BulgariaElaboration of a model of roles and competencies in the software industry • Development of the requirements for curricula and education programs for key positions based on the competency model and quantitative predictions • Initiation of establishment of Council for Education in collaboration with the civil initiative "Dialogue for the Future", including representatives of business, government, educational institutions and other stakeholders to develop strategies and practical actions to implement the requirements of the educational system
Talent Management initiatives – Education, R&D and Innovation • Participation in EU funded projects for curricula update (higher education) • Collaboration with the Bulgarian Ministry of education, youth and science – co-partners in FORSEE Project – “Regional ICT Foresight exercise for SEE countries” • Scholarships and internships programs partner • Sponsor and partner in National and International IT and mathematics competitions for young people Other BASSCOM activities and initiatives ->… • The Pre-school and School Education Law -> serious flaws and ambiguities towards -> the vision for modernization and management of education and -> those related to the special role of ICT to enhance quality of education • ….
