Preparation of the future CBC programmes - Process officially launched during a CBC Conference in Brussels in February 2011 Stakeholders consulted on the future regulatory framework (including on the CBC Implementing Rules) on the basis of a questionnaire circulated in May/June 2011 by INTERACT Draft ENI Regulationadopted by Commission 7 December 2011. Consultations ongoing in Council/Parliament IR – Consultations with MS ongoing. InteractAnnualConference in Jordan in Octoberwill open general consultations with all stakeholders

General CBC provisions in the ENI Cross-Border Cooperation (CBC) programmes along the external borders of the EU will be continued in 2014-20 RussianFederationincluded for CBC Improvement of the CBC provisions to facilitate effective and fast implementation of the programme Financing: to allocate up to 5 % of the ENI financial envelope (EUR 18.2 billion) to the CBC. The rest depends upon the ERDF contribution and the national co-financing. IPA funds to be tranferred. Allocations to be based primarily on the population criteria.
  4. Geographical eligibility Geography: tbd. Similar coverage as in the present period but some changes. To be determind in the Programming Document together with allocations, objectives, etc. Allocations based on capacity. The Cross-Border Cooperation programmes can be established: for land borders for maritime borders, around a sea basin Border regions of the EEA, of the Russian Federation and of Candidate countries will be eligible for cooperation Major social, economic or cultural centres in MS/PC or RF not adjoining the eligible territorial unitsmaybeincluded CBC shallaim to contribute to the objectives of existing and future macro regionalstrategies
  5. Implementation Underlyingphilosophyis to align as much as possible with ETC/IPA CBC instruments Workingcloselybetween services to ensure harmonisation between the diffèrent legalframeworks
  6. Management modes Shared management - Preferredoption New obligations imposed by new FR - designation; DMCS - new reporting deadlines Indirect management: Partner Countries or International Organisations Bothmanagement modes willimplymore financialresponsibilities for both MS and PCs. Recoveries on ownterritories
  7. Financial support TA Grants Financial instruments (i.e contributions to NIF)
  8. Selectionprocedures of projects PRAG not anymorecompulsory (if shared management or indirect management with IO) Rulesdecided by participating countries BUT! compliancewith standards developed by EC Calls for proposals Direct award: EC priorapproval Limited to 30% EU contribution
