Opportunities Sense of self-reliance, national pride. Amendment of Health Insurance Law in 2014. Treatment coverage seems possible. HIV National Target Program. Local government budget. Engagement with non-health sectors. Growing civil society, developing community system. Growing philanthropy.
Challenges • Financial crisis, government’s revenue shrunk. • The need for increase investment for national defense. • Funding to prevention and critical enablers are not prioritized and unlikely. • The policy environment for: • civil society and key population engagement. • CS and KP to access government’s funding. • philanthropy and fund raising from domestic sources.
What it means to civil society? • The development of civil society and community system may be undone. • Role of civil society (including KPs) may be diminished. • The voice of KP may not be heard. • The needs of KP may be not addressed. • HIV among KPs may increase.
