Progress in HR mainstreaming • First UN reform launched by SG (1997-2002) put human rights as a cross-cutting issue for the Organization • A number of UN country teams have incorporated a HR-based approach • Stocktaking the progress: Two interagency workshops organized under UNDG (Princeton/2001 & Stamford/2003) • “Common understanding of a rights-based approach” adopted at Stamford
UN common understanding of a rights-based approach (1) All programmes of development cooperation, policies and technical assistance should further the realization of human rights as laid down in the UDHR and other international human rights instruments.
UN common understanding of a rights-based approach (2) Human rights standards contained in, and principles derived from, the UDHR and other international human rights instruments guide all development cooperation and programming in all sectors and all phases of the programming process and development cooperation.
UN common understanding of a rights-based approach (3) Programmes of development cooperation contribute to the development of the capacities of ‘duty-bearers’to meet their obligations and of ‘rights-holders’ to claim theirrights.
Second UN reformSupporting human rights at the country level Action 2: The UN High Commissioner for Human Rights will develop and implement a plan, in cooperation with UN Development Group and Executive Committee on Humanitarian Affairs, to strengthen human rights-related UN actions at the country level. Interagency Plan of Action (1) Objectives • UN country teams will have internalized the fundamental nature of human rights into their mission • UN country assistance frameworks will systematically build upon human rights • Recommendations of UN human rights mechanism will be taken into account by UN actions at country level.
Interagency Plan of Action (2) Highlights • A Theme Group on human rights to be established by each UNCT by mid-2004 • All 2004-2006 CCA/UNDAFs to integrate human rights • Roll-out of tools (UNDG guidance notes, Country HR notes, piloting of HR guidelines etc.) • Joint programming on HR encouraged
