Question • What needs to be placed on an order/LSR for "customer work order" (dmark move & drop wire) scenarios and how will that be billed? • ANSWER: • Part 1: If there is a need for an end user to move a demarcation point or drop wire due to construction, then this can be accomplished through your Account Team or Local Support Manager. Your Account Team or LSM will contact the appropriate BellSouth Engineer to meet with the end user to discuss the project. The BellSouth Engineer will write an estimate and send back to the Carrier/CLEC. If the Carrier/CLEC agrees with the estimate, then the Carrier/CLEC will sign the service agreement and prepay all charges before work will begin. • Part 2: If there is a need for rearrangement of inside and outside wire, then the CLEC/Carrier can submit an LSR with RWW (Rearrangement of Outside Wire) or RW2 (Rearrangement of Inside Wire) placed in the feature detail field of the LSR for rearrangement of wire. Question • Ordering process/LSR details for “inside wiring” on a new install. Answer: • CLEC populates “W” in the Inside Wire Option (IWO) Field on the End User page under the Inside Wire Section. • Indicate “BPS Subscriber” in the Remarks Section. • Place appropriate USOCs for inside wire according to the Local Ordering Handbook (LOH). • Customer submits Manual LSR to the LCSC with new Circuit Order. • Electronic Inside Wire orders for UNE Loops can be excepted by placing “BPS Subscriber” in the Remarks Section. • The LCSC Representative will input the order for Inside Wire. Question • What occurs when not on order but EU requests at the time of install? Answer: Technician has time to complete work- • Technicians verifies customer is BPS subscriber, performs work and has order issued or submits a billing transaction to bill for services. Technician does not have time to complete work and the customer is a BPS Subscriber: • Technician calls BPS center to have an order issued for a later date. Question • Will anything show in TAFI when work is done on a maintenance/repair call (i.e.: charges, work done, etc)? Answer: The date and time the work is completed on a maintenance/repair call is shown in TAFI. BellSouth technician is responsible for providing closeout information which can be seen when viewing a trouble history in TAFI. Typically, “charges” are not shown in the trouble history but the actual work performed is journalized in the trouble closeout narrative. Scenario A South Carolina EU’s MLT tests “no trouble found” (NTF) but they request a dispatch, insisting there is an issue. We send a BST tech during normal business hours and they find no trouble on BST’s side but rather the EU’s. We/the EU does not have the BST tech repair anything. Tech was on site for 50 minutes. Question • Would a CLEC be charged the (a)TMX-No repair detariffed time and materials normal hours ($150) or (b) from the non-regulated services tariff N1.1.1.2 (h – Trouble Isolation (TLCEQ) – no repair (for non-Service Plan and or Non-TIP customer - $80; i – Trouble Determination (TLCPR) (for non-Service Plan Customers) - $75 or (c) from the Exhibit 8 of the Non-Regulated Premises Services Product Description published by J. Fortner 3/3/03 – same charges and “USOCS” as in non-regulated tariff or (d) Exhibit 17 of the Non-Regulated Premises Services Product Description published by J. Question • What is the difference between Trouble Isolation and Trouble Determination as mentioned in the non regulated tariff? • Answer: • Trouble Determination – Time charged when determining that the trouble reported does not reside within BellSouth’s network. • Trouble Isolation – Once a “determination” has been made that the trouble resides on the end-user’s side of the demarcation point. “Isolation” of the trouble to its source, is an offering to the CLEC as a billable service. Answer: If a CLEC opts BellSouth to repair the trouble on the end-user’s side of the demarcation point a TXR charge will apply (refer to table in question 2). TXR charges include “like” jack and wiring replacement/repair, but terminal equipment (e.g., telephones, fax machines) is not included in the charge. Answer: This scenario is dependent upon whether or not the work to be performed is considered Billable Construction or Service Order authority. When in doubt, please contact your Account Team who will engage BellSouth’s engineers in making that determination. Question • What do we put on our order? Answer: If there is a need for rearrangement of network wiring beyond the serving terminal, including DEMARC, then the CLEC/Carrier can submit an LSR with RWW. If there is a need for rearrangement of inside wiring beyond the DEMARC the LSR should contain RW2. These guidelines are located in the Local Ordering Handbook (LOH). Question • This is a total process, ordering, billing and services change that utilized resources and capacity. Why did this not go through the Change Control format? • ANSWER: • The BellSouth Premises Services is a non regulated product. The product is designed for a Technician to perform additional premises inside wire work while they are on an end users premises for a current circuit order, maintenance repair call, or a stand alone end user premises inside wiring order. BPS does not impact current ordering and billing processes for inside wiring. BellSouth only offers BPS as a voluntary enhancement for Carriers/CLECs to offer end user premises inside wire to their end users when it is not on a service order requested by the CLEC/Carrier. • Change Control Process currently has an unrelated inside wiring request that is designed to allow CLECs to order non-basic inside wiring electronically. CR0813 is scheduled in release 16.0 and should address the request for non-basic inside wiring. Release 16.0 is currently scheduled for May 22, 2004. Question • Does this impact only wiring, or will maintenance be included, and if so to what extent? Answer: NEW End-User Premises Inside Wiring requested at the time of a maintenance call can be handled as BPS only when the technician has the time to perform additional work. Typically, the technician will call BPS center to have an order issued for a later date. The BPS center calls the contact number provided by CLEC to advise additional requests Pending. Question • Where on the order will BellSouth techs be able to fully understand requested wiring or other services needed? Question • There was discussion about billing spreadsheets. Has this action started and whom will they be sent within each CLEC? Question • When is the NONB4 and NONB1 USOCs for jacks & wiring going to be fixed in LENS so we will not have to send on paper? Answer: Submission of Non Basic Inside Wiring request through LENS will be implemented in the 16.0 Release effective 5/04. Question • Is it possible to use VCA and RJ11C for jacks and wiring on UNE-P orders? • The reason being is I have been having BellSouth techs calling saying just wanted to save you guys some money and change the NONB1 and NONB4 to VCA and RJ11C. Answer: VCA and RJ11C for jacks and wiring are currently valid on UNE-P orders, however the codes typically apply to UNE-P Residential customers. Question • How does wiring affect the BST DMARC when the CLEC contracts out a different vendor to perform the wiring? Answer: Unless the building owner changes the Minimum Point Of Entry (MPOE), inside wire will not have an impact on the demarc when the CLEC contracts out a different vendor to perform the wiring. Question • What is the process for extending the BST designated DMARC versus moving the BST designated DMARC? Answer: The FCC prohibits “extending” the designated demarc. However, INSIDE WIRING may be placed on the end-user’s premises beyond the dmarc on a non-regulated basis and terminated in a non-regulated registered jack (RJ). Question • What will BellSouth charge for wiring work done for CLECs? Answer: Resale - Same as Retail basic and non-basic charges as defined on Non-Regulated rate sheets posted on website for state tariffs.
