Review of the World Anti-Doping Code and International Standards
A two-year, three-phase process • In November 2017, WADA initiated a two-year, three-phase, 2021 Code Review Process, which has involved simultaneous review of International Standards • 2021 Code and Standards framework has been a significant focus of this year’s WADA Symposium’s agenda • At the World Conference in November in Katowice, Poland, the WADA Foundation Board will approve the 2021 Code that will enter into effect on 1 January 2021 while the Executive Committee will approve the Standards
Summary of major changes proposed • Stronger emphasis on athletes’ health • Added flexibility for minors/juveniles • Creation of the category of recreational athletes • Added flexibility for cases of substances of abuse • Enhanced protection for individuals reporting Code violations • Higher standards for fair hearings • New approach to manage clenbuterol cases and ensure consistency
Five existing Standards reviewed, two new ones • International Standard for Therapeutic Use Exemptions (ISTUE) • International Standard for Code Compliance by Signatories (ISCCS) • International Standard for the Protection of Privacy and Personal Information (ISPPPI) • International Standard for Testing and Investigations (ISTI) • International Standard for Laboratories (ISL) • International Standard for Education (ISE) (New) • International Standard for Results Management (ISRM) (New) • As is the case for the Code review, each Standard has dedicated drafting teams comprised of senior WADA staff and external experts that act as the review secretariat
After the World Conference, first steps… All Signatories should incorporate the revised Code and International Standards provisions into their own policies, statutes, legislation or rules WADA will provide model rules based on the 2021 Code This will include red-lined comparisons between 2015 and 2021 WADA willcollaboratewith ANOC to facilite the process for NOCs Individual, specific assistance is always available
Anti-Doping Education • Traditionally the most under-resourced pillar of anti-doping • Focus has been on detection and deterrence methods, particularly testing • Over 10,000 Doping Control Officers operating within the system, no clear figures for education • The 2015 Code is vague around the mandatory requirements for education • The lack of an International Standard for Education de-prioritizes the field

What will the ISE look to achieve? • Complement current anti-doping structures • Focus on the positives • Help the majority of people to stay clean • Support them in their desired behaviors • Focus on what they should do • Inform them of the rules they are subject to • To support the preservation of the spirit of sport and to help foster a clean sport environment
