In addition to traditional peace keeping and civil defense duties, the Saudi Arabian Ministry Of Interior (MOI), is tasked with the management of several agencies which interact directly with citizens and expatriates. Most visible of these agencies are: • Civil Affairs:Manages Biographic data, and logs incidents of Birth, Death, Marriage/Divorce… etc. • Passport Department:Manages travel documents, border crossings, and expatriate documentation. • Traffic Police:Manages Drivers Licenses, Vehicle Registration… etc. MOI
Saudi Arabia started keeping physical records as early as 1926. • Vital information was kept in paper file warehouses distributed all over the country. • File numbers were unique to regional offices, but not nationally. • Access to information was tedious and time consuming. History
The National Information Center (NIC) was created in 1983 as the • technical arm of the MOI. • One of the earliest implementation of unified database. • Cradle to Grave management of Civil, DMV, Passport department information. • Provides improved access to information. • All information accessible through unique National ID number assigned to every individual at birth (or registration for those born overseas). To provide visionary ICT solutions and services to the Ministry of Interior to help safeguard the Nation’s security and facilitate e-Services to the Kingdom’s citizens, residents and visitors. NIC Mission
Unified Database for MOI • Biographic database (Complete Lifecycle) • Border Control Systems • Police Support Systems • Motor Vehicle Police systems • Systems for issuance of secure identity documents (ID, DL, Ppt, etc) • National Digital Identity • e-Services portal for MOI sectors • NIC provides ICT tools and actionable knowledge to those who should have it, as and when they need it. NIC also interacts with many other government agencies, including: • Ministry of Justice (Marriage, Divorce) • Ministry of Health (Birth, Death) • Ministry of Education (Validationof student data) • Ministry of Commerce and Industry (unified ID number) • Ministry of Social Affairs (Special needs Visas, etc) • Saudi Customs • Ministry of Haj • Ministry of Labor (+ NLO) • Ministry of Housing (+ Iskan) • General Organization for Social Insurance • Ministry of Foreign Affairs ( Visa info, biometrics, etc.) NIC Links With Other Agencies
Personal Data • Individuals own their personal data. • Government Agencies are Managers of personal data. • NIC is Custodian of personal data. • Aggregate Data • Government Agencies own aggregate data and control them to the extent that they do not violate personal data privacy. • Government Data is a publicly owned resource, and must be handled with the same care and diligence as other public resources. • Not all publicly owned resources are freely open to the public (e.g. Some lands are open public parks, while others are reserved for restricted use to benefit the public.
