Vacant Housing Units and Not Existing Housing Units • Two types of vacant housing units in the 2010 Census • Held for seasonal, recreational or occasional use • Regular Vacant – available for rent/sale • A regular vacant has to verified by another enumerator or by other means: • By a second enumerator in Vacant Delete Check. • The unit is classified as an undeliverable-as-addressed by the United States Postal Service. • Housing units found not to exist were required by the Census Bureau to be verified by a second method. Final Housing Unit Status Rules Processing Adjudication • If NRFU and VDC enumerators had differing vacant and delete status codes during final Census processing, the case was coded as a vacant housing unit. • The degree to which discrepancies occurred between the two operations produced the problem seen in several New York City LCOs – the question is why did this happen?
