CONCLUSIONS FOR AN EVOLUTION • At first, Implementing RIS3 in Outermost Region (OR) was a good idea to speed up the transformation of these economies • A an evaluation process and a project « FORWARD » useful to address some challenges • Thus, After a 6 years trail period, real change of dynamics requires to go beyond some issues : • Innovation ecosystem have been implemented but real transformation not yet ! • Change is a long and slow path : • The failure of implementing real Innovation Value Chain in OR at a local and international level. Intregation within EU innovation area stay a priority • If Cooperation is a major tool to increase the mass critic issue, it has to be reviewed to boost its impact • At a Regional level : cooperation is too asymmetric. OR have to reinforce their key roles. • At a continental level : cooperation with other mainland regions is fundamental to avoid to reinforce the innovation gap due to the cooperation only with lagging areas. • Cooperation funds should not be seen only from a development point of view at the regional/continental level : we should increase the visibility of OR as area where some key elements of the global value chain exist and can be useful at the EU level • Some solutions could be put on the table for the next program : • Conditionality should be strongly reaffirmed as central to avoid misbehaviors : Using cooperation funds should be consistent with the RIS3 priorities to avoid circumvention strategies • Feder should allow to implement tools to facilitate innovation stakeholders to cooperate with external actors • Support the path to ERANET • Mobilizing of Interreg5 • Put on the table the debate of the belonging to different custom unions
