Kriegers Flak 600 MW in the Baltic Sea Pre-investigation area devided in two: West 69 km2 East 110 km2 Central area reserved for gravel extraction Platform locations fixed: West 200 MW AC East 400 MW AC (+ 600 MW HVDC platform) Kriegers Flak Wind Turbine location allowed within West and East area.
Conditions for prequalification • DEA will conduct a prequalification of potential tenderers • Requirements for financial and technical capacity • Only prequalified tenderer will be entitled to submit a tender • Requirements adapted to the company set-up of the individual applicants
Requirements for financial capacity • Expected projectsum may amount to no more than 25 % of the tenderer’s business (or parent company) • Equity-ratio requirement of 20 % • Credit rating of BBB- with ”Standard & Poors”, ”Moody’s” or ”Poors” • Submit general financial information on earnings for the past 3 years, equity capital, equity ratio and EBIT margin (all in the consortium)
Requirements for technical capacity • Documenting experience in: • project development and establishment of offshore wind farms or other large –scale offshore installations or • operation of large offshore wind farms above a specific size, e.g. 100 MW • Question:Any questions to the requirements under consideration for financial or technical capacity?
Compliance with tender • Compliance penalty • Bank guarantee placed as collateral for the penalty • 400 mill. for Horns Rev 3 and 600 mill. for Kriegers Flak • Bank (first of declaration of intention and later of guarantee) needs ratings with “Standard & Poors” of A-, with Moody’s” of A3 and with “Fitch” of A-. • Guarantee released when spent 1 bn. in establishment of Horns Rev 3 or 1 ½ bn. on Kriegers Flak • Question: Will the intended model on compliance penalty influence interest in tendering the wind farms? Will this affect the price offered?
Award criteria • Lowest price is the only award criterion • Open to include other criteria than price, if • the criteria are reasonable and relevant • contribute to increased competition • without additional costs for the tenderer • Question:What criteria other than price could be relevant ?
Financial terms • The price supplement is the difference between the ”price pr. kWh bid” and the spot price for electricity • The supplement will be given for the first 20/30 TWh • No price supplement in hours with negative spot prices • Compensation for delayed grid connection and for limits on production. • Questions: • Is the supplement for 20/30 TWh the right level? • Other comments?

Compliance with deadline for completing the wind farms The politicalenergy agreement: The twowind farms are in fullproduction from 1 January 2020. Questions: • How can DEA ensure a fair and sufficient incentive to complete the farms before 2020? • Will an economicincentive/sanctionaffect the interest in the tender? • Will the incentiveaffect the price offered?
Capacity of the farms A required minimum of 395/595 MW and a maximum of 405/605 MW for Horns Rev 3 and Kriegers Flak respectively.
Maximum area for construction Maximum area: 44 km2 per 200 MW is being considered. • Question: Would a smaller area than 44 km2 per 200 MW be acceptable and if so, how small could the area be?

Technical Projects Descriptions – the overall objectives The overall objectives of the published technical project descriptions are: • Provide description of the main technical parts: wind turbines, park layouts, foundations design, inter-array cables and installation methods. • Use this as the technical foundation for the environmental impact assessment • Provide a combination of a “most likely” and a “worst case” approach • Enable the EIA to secure as high degree of flexibility as possible in order to allow the concession winner to design and built the most optimal offshore wind farm.

Kriegers Flak: Location of pre-investigationarea • Overall area: 250 km2 • Water depths 15 - 30 mDistance to shore 15 km • Distance to harbour 20-40 km • Exclusion zone central in the area. Here two-three platforms and export cables to Denmark and Germany, will be established • 200MW turbines west of exclusion zone (pre-investigation area: 70 km2) • 400MW turbines east of exclusion zone • (pre-investigation area: 110 km2) • Flexibility for coming developer

Turbine foundations Three main types are included: • Monopile • Gravitation • Jacket The different types of foundations have different impacts concerning e.g.: • Installation noise • Seabed preparation • Scour protection • ‘Footprint’ • Hydrodynamic impacts • Risk of ship collision All of this will be covered in the EIA
Technical dialogue: Questions related to Geo Investigations (UXO, geophysical, geological, geotechnical issues) Note has been published summarizing the comments in anonymous form, including answers or responses to the input. In summary, the following suggestions have been included in the geotechnical survey program: • More CPTs at both sites • Pressure meter tests • Dynamic laboratory tests • Acoustic Corer will not be part of the program Expected publishing dates: July 2013: Geophysical survey results 31. December 2013: Geotechnical factual reports 28. February 2014: Updated 3D geological models
Technical dialogue: Questions related to MetOcean Note has been published summarizing the comments in anonymous form, including answers or responses to the input. Additionally, methodology notes have been published. In summary: • No met-masts will be established at the two sites • The level for MetOcean studies at the two sites will be identical, with natural differences as existing data from the two areas varies. • Some developers hold more detailed knowledge on MetOcean data than others in the two areas. DEA and Energinet.dk will make efforts to equalize the advantage potential developers may have compared to others. • Estimations on productivity will not be part of the MetOcean studies. • Certification of the conducted MetOcean studies, or a verification of a third party is sought. • Notes describing the methodology for the MetOcean studies are published; please comment! • Metocean studies will be completed as planned, late 2013.

Summary point • The Danish Energy Agency is open to hearing all relevant proposals and input to ensure that the tendering procedures reflect current market conditions. • These may be proposals for contract terms, etc. which may be able to reduce or increase the price, or enhance knowledge about market conditions of significance to the price in the tendering period.
