Past Research on the Consequences of Long-term Unemployment The longer a person is unemployed, the less likely s/he is to find a job (Shimer 2008) Unemployment is associated with decreased wages even 20 years on (von Wachter, Song, and Manchester 2009) Unemployment lowers self-esteem and undermines parenting, especially among men (Elder 1974) Men’s unemployment associated with higher levels of marital stress and higher chances of separation and divorce at the individual level (Amato and Beattie 2011; Sayer et al. 2011) Children of unemployed parents more likely to repeat a grade, drop out of school, and show declines in emotional well-being (Hill et al. 2011; Kalil & Ziol-Guest 2004) High rates of unemployment associated with community instability (Wilson 1987)

Conventional measures of unemployment underestimate labor inactivity Unemployment and underemployment affect everyone (although young and low-skill workers have been hardest hit) The average duration of unemployment is longer than any other time in recorded history

Lisa Kahn– Yale economist Longitudinal study of college grads in 1981-82 25% lower wages than boom time graduates 15 years later, they had not closed gap Business cycles may be “normal” and have some redeeming features… BUT high unemployment is only tolerable if it is happening to someone else Personal costs are HUGE
