Features of the Exercise Large-scale flood exercise Part program VIKING Successor exercise HELGA (2006) Intensive preparatory Rehearsal for Waterproef International cooperation Three days of practice Approximately 500 participants
Results of excercise day 1 (water partners) + FLIWAS intensive (and successfully) used+ Improved cross border contacts + Information exchange by situation reports - Harmonisation between national partners and water boards - Integral imaging (using plots and maps) - Application multidisciplinary plans (disaster plans)
Results of excercise day 2 (operational level) + Fast and timely exchange of information (within organisation) + Flood simulations 'eye opener' (HIS viewer) + Participation liaisons with the teams - Coordination and communication across organizations - Crisis communications Province and improve safety region - Common operational picture (cross border)
Results of excercise day 3 (government) + Co-operation and communication NL - DE partners + Coordination with National Level + Use of netcentric system (VR GM) - Effect joint press conference - Top regional coordination - Alignment decision-making between safety regions
Overall recommendations (1) • Teams / Participants: Look beyond area boundaries. Intensive information exchange. Decisions more responsive. • Secure the top regional harmonization and coordination (crisis communication / evacuation / assistance). • Crisis communication: needs clear roles and responsibilities between security region and province • More attention for mid-term and long-term. Scenario thinking.
Overall recommendations(2) • Make more use of plots / maps (integrated imaging). Especially cross-regional. Layout the entire problem. • Make more use of systems such as HIS-viewer and FLIWAS. Also to support decision making. • Give more publicity to disaster management plans for dike rings. • Practice in accordance with local arrangements (legislation / plans). • Do not change the goals shortly before the exercise. • Ensure continuity of preparation. Appoint someone to give overview and direction.
The next steps • Implement improvement • Link recommendations to stakeholders • Publication review • VIKING 2009 -2011
Overall results program VIKING Improved cooperation water management and disaster relief with the preparation for disasters in the programme area Better information: high water scenarios and evacuation planning Blueprints for good management and maintenance and integration of present and new systems
Overall recomandations Invest in planning the exercise with all stakeholders water management and disaster relief Invest in preparing the exercise with all stakeholders Biggest win is getting to know each other and understanding each others procedures www.programmaviking.nl Is Europe Waterproof?
