  1. Progress Report on Future Ancillary Services (AS) Team Dan Woodfin Director, System Operations TAC March 27, 2014

  2. History • ERCOT issued Concept Paper proposing the creation of a new Ancillary Services (AS) Framework and suggesting a set of Services to fit that Framework on 9/27/2013 and held a workshop on 10/24/13 • After discussions with TAC, the Future AS Team (FAST) was set up • A series of FAST meetings were scheduled to facilitate stakeholder input on, and resolution of, the substantive issues prior to the development of an NPRR for the new Framework • Working Sessions held weekly • Workshops generally held monthly • Goal is to get substantive decisions made by May/June timeframe in order to meet EMS Project requirements

  3. Development Process ERCOT Concept Paper Identify and Resolve Substantive Issues Draft NPRR Normal NPRR Approval Process • More Info on Next Slide • Idea is to resolve all substantive Issues before drafting NPRR • ERCOT to draft based on resolutions to substantive issues • Normal NPRR approval process should be able to be more focused on “getting words right” than rehashing substantive issues

  4. Issue Resolution Process ERCOT Concept Paper Identify Issues Next Issue TAC Decision Develop Common Understanding of Issue Y Consensus? Attempt to Find Consensus Develop Discrete Alternatives N Working Sessions Workshops

  5. Requires Iteration Will continue to iterate/refine, subject to May/June end date Common Understanding of Each Service Understand How Services Fit Together Understand System Technical Requirements

  6. Originally Proposed New AS – Frequency Control Proposed Framework Current Framework Regulation Regulation Fast Frequency Response Responsive Primary Frequency Response Contingency Reserve Non-Spin Supplemental Reserve Synchronous Inertial Reserve

  7. Revised Proposed New AS – Frequency Control Proposed Framework Current Framework Regulation Regulation FFR 1 FFR 2 Responsive Primary Frequency Response CR 1 CR 2 Non-Spin Supplemental Reserve Synchronous Inertial Reserve

  8. Status • No substantive issue decisions for TAC today • So far, the intent has been generally to drive toward consensus as much as possible • Will soon start to drive toward identifying non-consensus issues and structuring those issues into discrete viewpoints/options for TAC resolution
