DSCA’s mission is to lead, direct and manage security cooperation programs and resources to support national security objectives that: • Build relationships that promote U.S. interests • Build allied and partner capacities for self-defense and coalition operations in the global war on terrorism • Promote peacetime and contingency access for U.S. forces
DSCA fosters Security Cooperation programs vital to U.S. national security to build trust and influence in peacetime, to have access to regions of the world during times of crisis, and to ensure interoperability with coalition partners during times of conflict. Security Cooperation programs provide financial and technical assistance, transfer of defense materiel, training and services to friendly countries and allies, and promote military-to-military contacts.
State Department • Determines which countries have programs • Reviews and approves all sales and transfers • Issues munitions export licenses (commercial sales) • Determines foreign assistance funding levels Foreign Policy & Licensing • Defense Department • Has extensive input on policy • Determines what equipment is available for sale • Recommends foreign assistance funding levels • Implements FMS program • Implements grant & credit FMF programs • Implements military education programs Policy & Implementation THE MAJOR PLAYERS DSCA is DoD’s main focal point for Security Cooperation Military Departments and Combatant Commanders execute the programs

PROGRAMS Foreign Military Financing • Yearly grants or loans • Used for defense articles, services or training • A major tool to build and support coalitions
PROGRAMS International Military Education And Training • Yearly grant for military and civilian training • Helps develop long lasting mil-to-mil relationships
