Established in 1948, the Franklin-Essex-Hamilton Board of Cooperative Educational Services provides shared services to its component school districts. Our mission is to foster communication and collaboration, support instructional needs, manage services, engage with families and students, collaborate with regional partners, and exchange information with all stakeholders.

How does a district express interest in creating a new service? • Superintendent expresses interest • Discussion takes place with other superintendents • If sufficient interest exists, BOCES staff research the area of interest and provide baseline information on a possible service • A workgroup is formed – usually led by the deputy superintendent or director of management and finance • This workgroup includes BOCES staff and component district staff • Additional agencies are engaged as applicable • Cooperative service description is developed and submitted to NYSED • Includes information on projected service costs • Once approved by NYSED, districts sign-up through our annual service request process
