Basic Premise • Narrowing the Gap remains a key commitment of all Partners within the LSP • NTG to be embedded in strategy, planning and performance management • For the Borough (LAA) • For organisations (Corporate Plans) • For services (business plans) • For individuals (performance appraisal)
Five Dimensions • Making the Case • Approach • Focus • Resources • Timelines
1. Making the Case • Emphasis on Prosperity of the whole Borough • Economic • Social • Environmental • Emphasis on Personalisation and Choice Customer/User/Citizen • Emphasis on independence, self reliance, responsibility
Examples • Work on skills acquisition with NEETS – labour market supply, decreased benefit dependency, increased local revenue and spend • Early targeted interventions with groups susceptible to development of chronic health conditions (chronic heart disease, respiratory, diabetes etc) - Getting upstream on costs of care, decreased benefit dependency
Examples • Tackling disproportionate involvement of young people from specific communities in anti-social behaviour - Reduction in fear of crime reduces isolation, increases perceived safety and usage of public space including town and village centres, boosts night time economy etc
Examples • Provision of affordable housing in rural areas - Sustainable communities - Retention of local labour - Resilient housing market
2. The Approach • Equitable access to appropriate services consultation/engagement/needs assessment market research/market penetration co-design personalisation and choice equality impact assessments

Focus • Each thematic partnership reviews NTG dimension of indicators within total set of 198 which relate to their activity • Priorities drawn from 33 indicators for safer and stronger, children and young people, healthier communities and older people, environment and economy • Identification of shared priorities • Reflected in action plan for indicator delivery • Reflected in associated strategies
4. Resources for Delivery • Base, Area Based Grant, other external funding streams, income/additional revenue • Policy, Equality, Cohesion, Community Engagement, VCS, specific responsibilities and contributions • Equality Frameworks (eg Equality Standard for Local Government) and Comprehensive Area Assessment • Embedded within all workloads.
5. Timelines for Delivery/Impact • Short - Transform approach to access to services - embed NTG within Borough planning and performance management

Proposition • Each thematic partnership identify NTG focus • Supported by shared development of policy and best practice via LSP research and intelligence hub (new) • Supported by skills expertise from VCS, equality and engagement facilitators
Timescales • By December 2008 each thematic partnership to have developed case and action plans for NTG within delivery of LAA2.
