Exploring New Frontiers KEY ELEMENTS OF THE 2013 ERAC COMMITTEE CHARTER • Identify, evaluate and analyze data that can shed light on accident factors and inform development – and ultimately measure the effectiveness – of boating safety policies and programs • To ensure that research results are valid and reliable, actively seek ways to advance data quality, relevance, accuracy, consistency, applicability, and completeness

Exploring New Frontiers KEY ELEMENTS OF THE 2013 ERAC COMMITTEE CHARTER • Conduct analyses on targeted research questions • Recommend and – in partnership – actively work for improvements in criteria, processes, training associated with reporting, collecting, entering, and using data • Identify boating safety programs and equipment design efforts that could mitigate identified risk factors • Monitor/participate in external task forces and work groups

Exploring New Frontiers ERAC 2013 Charge A-1 “Terms and Definitions Project” • Journal Entries: • Three remaining term and definitions work products (Operation, Activity and Vessel Types/Sub-Types) approved by vote of the NASBLA Membership • Balloting closed Sept. 3, 2013; vote certified/reported to membership by NASBLA Vice-President/Secretary Herb Angell • As per Resolution 2012-3, these three lists will be forwarded on to the Coast Guard for implementation at the national level in BARD • Thank you to the states and other NASBLA partners for participating, giving input, and lending support throughout the life of this project!

Exploring New Frontiers ERAC 2013 Charge A-2 Terms Implementation Guidance • Destination: • Develop and deliver the implementation plan and timeline related to the use of the new standardized accident report terms and definitions. Exploring New Frontiers ERAC 2013 Charge A-2 Terms Implementation Guidance • Journal Entries: • General guidelines developed in consultation with U.S. Coast Guard staff • Timeline for incorporating new terms is at the state’s discretion • Exception: 12 Vessel Types set in Federal regulation for the States’ implementation by January 1, 2017 • Other details to consider • Impact/actions associated with anticipated USCG rulemaking proposals on accident reporting • Impact on hard copy forms and databases • Training needs • Impact on data analysis

Exploring New Frontiers ERAC 2013 Charge B-1 Terms Reference and Resource Modules • Destination: • Develop accident reporting training and information – in online and readily accessible formats – for use by new and current personnel involved at all levels and stages of the reporting process. Exploring New Frontiers ERAC 2013 Charge B-1 Terms Reference and Resource Modules • Journal Entries: • Beta version of Reference and Resource Modules ready for review/input • ERAC Committee Products Page – www.nasbla.org/ERAC • Download full package; instructions included • Steps still in progress (and how you can get involved) • Addition of photos, videos, analysis information; “polish and shine” • Final version of modules to be released late Oct/early Nov 2013 • Consideration being given to true web version and/or mobile application

Exploring New Frontiers ERAC 2013 Charge B-2 Online Forum • Destination: • Launch online forum to expand and facilitate discussions about recreational boating accident analysis and data issues, resolutions, and applications with other governmental, academic and non-profit researchers and data users. Exploring New Frontiers ERAC 2013 Charge C-1 Assess NRBS Data/Findings • Journal Entries: • National Boating Survey data (2011), methodology, instruments (2011 and 2012) reviewed by charge team in detail • Initial comments submitted to the Coast Guard on March 22, 2013 • Follow-up findings and additional comments submitted to the Coast Guard on July 3, 2013 • Imminent release of 2012 survey data files • Charge group will review, assess findings, develop content for 2014 Small Craft Advisory issue

Exploring New Frontiers ERAC 2013 Charge C-2 Human Factors • Journal Entries: • HFACS-Lite model tested by team using existing cases/records • Found to be valid instrument for analyzing Human Factors in recreational boating accidents • Some components needed for HFACS-Lite analysis are not routinely collected in recreational boating accident investigations • Have begun initial discussions on how to address collection of this missing data in future use of the HFACS-Lite analysis tool • NTSB human performance investigation questions will serve as 2014 discussion catalyst
