NSAs: organisation and ressources The different entities involved • According to a French decree, the DCS is the National Supervisory Authority established for the purpose of CE/550/2004 (service provision regulation) implementation • The STAC(Civil Aviation technical Department), is acting as a technical support service for the DCS. As far as ATM safety oversight is concerned, it will mainly work on audit methodology and training, safety cases, interoperability questions. • The regional Directorates (DACs) bring expertise, human resources, participate to the DSNA certification process, are responsible for AFIS oversight, and local questions, especially when there is a link with airports oversight.

NSAs: organisation and ressources DCS resources for ANS • DCS : 17 employees • STAC (air navigation department): 5 employees • 7 DAC (regional Directorate for Civil Aviation): 1 to 4 emp. (2 on average) / Directorate in the field of ATM safety oversight = 14 emp. • TOTAL = 36 employees for ATM safety oversight. • According to a law from 2004, fees can be charged to operators to cover the costs of the safety oversight activity, and the Terminal AN Services charges cover the cost of NSAs activities of ATM safety oversight according to the Single European Sky regulation
The certification process The process in France Four steps are conducted, partially overlapped • Preparation • NSA’s documented procedures • Common requirements analysis • APP and ACC safety oversight units (since nov. 05) • SMS manual and other provider’s documentation assessment (from April) • Audit of headquarters and Operations Direction in June

The certification process The on-site ATC units audit program • 9 audits (3 ACC among 5) + 6 “SNA” among 11 (a “SNA” is a group of several APPs and TWRs, with a “headquarter” and support services, and 1 Safety Manager) • Why on site audits before the documentation review? • Otherwise we would face a lack of time, • A clear focus on safety issues for the certification process, • Continuity with audit cycles conducted before the reorganisation of DGAC
The certification process AFIS certification process • Regional Directorates are responsible for initial and on going oversight for AFIS providers • France will make use of Article 7.9 of the Service Provision Regulation for AFIS:In exceptional circumstances, Member States may postpone compliance with this Article [The provision of all air navigation services within the Community shall be subject to certification by Member States] beyond the date resulting from Article 19(2) by six months. Member States shall notify the Commission of such postponement, giving their reasons June 21th, 2007 • The NSAs produces guides to help providers to set up their SMS: • a guidance material for SMS • a table of contents for operations manuals = acceptable means of compliance.
