  12. Travel Time - 2011

  13. Travel Time - 2012

  14. Annual Traffic and Delay

  15. Traffic Operations Results • Existing Conditions • Year 2035 No Build Conditions • Year 2035 Build Conditions • Ramp Meters • Auxiliary Lanes (TH 241 to TH 101) • Six-Lane Section (TH 241 through TH 101) • Results are presented by peak direction • AM Peak Hour - Eastbound I-94 • PM Peak Hour - Westbound I-94

  16. Operations Analysis – AM Peak Existing Conditions

  17. Operations Analysis – AM Peak Year 2035 No Build Conditions

  18. Operations Analysis – AM Peak Year 2035 Conditions With Ramp Meter at TH 241

  19. Operations Analysis – AM Peak Year 2035 Conditions With EB Auxiliary Lane

  20. Operations Analysis – AM Peak Year 2035 Conditions With Three Through Lanes

  21. EB I-94 Traffic Operations Results • Existing congestion at TH 241 • Congestion will worsen over time • Ramp metering will not solve the issue • An auxiliary lane between TH 241 and TH 101 will improve operations • The three-lane section through TH 101 introduces congestion to I-94 at TH 101 and has a negative impact on TH 101 traffic

  22. Operations Analysis – PM Peak Existing Conditions

  23. Operations Analysis – PM Peak Year 2035 No Build Conditions

  24. Operations Analysis – PM Peak Year 2035 Conditions With Ramp Meter at TH 101

  25. Operations Analysis – PM Peak Year 2035 Conditions With WB Auxiliary Lane

  26. Operations Analysis – PM Peak Year 2035 Conditions With Three Through Lanes

  27. Operations Analysis – PM Peak Year 2035 Conditions With Three Through Lanes And Lengthened Deceleration Lane

  28. WB I-94 Traffic Operations Results • Existing congestion at TH 101 and TH 241 • Congestion will worsen over time • Ramp metering will not solve the issue • An auxiliary lane between TH 101 and TH 241 will improve operations on I-94 • The three-lane section through TH 101 introduces right lane congestion to I-94 upstream of TH 101 • Lengthening the deceleration lane at TH 101 is necessary if the three-lane section is selected • Geometric improvements will be needed at the I-94/TH 241 interchange under no build and build conditions

  29. TH 241 Traffic Operations Results • Existing and future congestion at the TH 241 Interchange • Congestion will occur under no build and build conditions • Geometric improvements tested • Dual left-turn lanes on the westbound off ramp • Loop in the northeast quadrant

  30. TH 241 Traffic Operations ResultsDual Left-Turn Lanes Option Requires an additional lane on the bridge Dual left-turn lanes LOS C with maximum queues on ramp of less than 400 feet

  31. TH 241 Traffic Operations ResultsLoop in NE Quadrant Option Add loop and modify ramps 2 WB lanes and 1 EB lane on bridge LOS B with maximum queues on loop of less than 350 feet Moves left-turn lane off the bridge

  32. TH 241 Traffic Operations ResultsOther Potential Options Roundabouts? Diverging Diamond?

  33. Preferred Alternative Discussion • Eastbound Alternatives • No Build • Ramp meter TH 241 on ramp • Auxiliary lane between TH 241 and TH 101 • Three-lane section through TH 101 • Auxiliary lane alternative provides best operations analysis on I-94 • Also reduces system VHT by approximately 2,000 hours per day in year 2035

  34. Preferred Alternative Discussion • Westbound Alternatives • No Build • Ramp meter TH 101 on ramp • Auxiliary lane between TH 101 and TH 241 • Three-lane section through TH 101 to TH 241 • Auxiliary lane alternative provides improved operations on I-94 • The three-lane section will require lengthening the current TH 101 deceleration lane to 3,500 feet (minimal) to provide improved operations

  35. Schedule • Year of Opening Analysis – November 2013 • Benefit Cost Analysis – November 2013 • Traffic Documentation - December 2013 • Noise Analysis – January 2014
