Why are research institutions developing Conflict of Interest (COI) and Research Integrity (RI) Policies? Nicole Bégin-Heick
Context • Federal granting agencies requirements Memorandum of Understanding on the Roles and Responsibilities in the Management of Federal Grants and Awards (MOU)http://www.nserc.ca/institution/mou_e.htm • Expansion of the research establishment • Increased visibility of research and commercialization activities • Duty to ensure appropriate use of public funds Nicole Bégin-Heick & Associate Inc.
Values to be protected by COI / RI policies • academic freedom • education of students and trainees • advancement of knowledge • open and timely dissemination of knowledge • integrity and objectivity of research, instruction and public service Nicole Bégin-Heick & Associate Inc.
Objectives of COI/RI Policies • Promoting public confidence in research and the research process. • Providing means for managing potential conflicts. • Protecting institutions, researchers, and research. • Definition of roles. Nicole Bégin-Heick & Associate Inc.
What policies/guidelines exist now • Guidelines on Responsible Conduct in Research approved in 1990 http://www.grad.uottawa.ca/Default.aspx?tabid=1385 • COI Policy (Policy 70) currently under revision • Ethical standards for research involving human subjects http://web9.uottawa.ca/services/rgessrd/rges/grants/conduct/index.asp Nicole Bégin-Heick & Associate Inc.
Responsible Conduct of Research • Best practices to insure integrity of data: • Original data to remain in laboratory • Quality of research data (interpretation, analysis) • Availability of information for scrutiny • Giving credit where credit is due • Responsibility for data integrity Nicole Bégin-Heick & Associate Inc.
What is Conflict of Interest Any activity or situation having the potential to create a real, potential or perceived clash between personal interests and the duties, commitments or responsibilities of a person to his/her institution Nicole Bégin-Heick & Associate Inc.
Individual responsibilities • Recognize situations that might give rise to COI • Avoid these situations, if possible • Disclose any (unavoidable) situation to the institutions • Abide by the institution’s decisions regarding COI Nicole Bégin-Heick & Associate Inc.
Institutional responsibilities • Receive disclosure reports from individuals • Make decisions on whether or not to allow situations that might lead to (ar give the appearance of) conflict • Manage where warranted Nicole Bégin-Heick & Associate Inc.
Conflict situations may arise from: • material financial interests due to the private activities of individuals • use of institutional resources for the private activities of individuals • personal relationships • multiple roles played by individuals • external collaborative activities. Nicole Bégin-Heick & Associate Inc.
If COI is not appropriately managed… • Research may be (or perceived to be) biased and results unreliable • Public trust in the results of research may be lost • Research results may not be publishable • Research subjects may not be adequately protected Nicole Bégin-Heick & Associate Inc.
What should you do if… • As a supervisor • you are asked by a company in which you own shares to perform a study • you would like to assign a project sponsored by that company to your graduate student • The representative of a company that supports your research offers to take you and the members of your group for dinner in a posh restaurant Nicole Bégin-Heick & Associate Inc.
What should you do if… • You serve as an officer or director of a company that could profit from (or be harmed by) the results of your research? Nicole Bégin-Heick & Associate Inc.
What should you do if… • A company is willing to support your research, but wants to impose a restrictive publication clause • A company wants to remunerate you to have privileged access to information obtained from a project sponsored by CIHR • A student who you have to evaluate offers you a gift Nicole Bégin-Heick & Associate Inc.
What should you do if… • You are on a committee charged with the appointment, promotion or hiring of a person. You have a close personal relationship with the person being considered. • You would like to use as a textbook for your course a book on which you get royalties. • Your spouse works for an office furniture company.
