  10. Final wording Consensual compromise Critique: Lack of clear declarations, obligations and measurable aims But: Long term perspective, not just another Tsunami conference  International community agrees to cooperate

"Message from Kobe" • Primary responsibility for protecting peoples lies with the states • Favourable political conditions are essential • Assessment of risks in any planning • DRR contributes to sustainable development and poverty alleviation • Available knowledge and capability has to be used

  13. 7. Address the mechanism of the disaster cycle "Message from Kobe" response mitigation recovery

  14. 8. Work within partnership "Message from Kobe" Authorities / regional organisations population private sector insurance international organisations/ NGOs scientific community financial institutions

  15. Success of HFA will depend on • Commitment of stakeholders,in particular UN-agencies (incl. WMO) • ISDR mechanism • Linkage between science community and practitioners • Association of the population
