  2. LAWS OF THE GAME Laws 5 & 6 have now been combined. Law 5 – The Referee and Second Referee Remaining Laws have been re-numbered. USSF Advice to Referees: Now 17 Futsal Laws like outdoor.

LAW 3 – THE NUMBER OF PLAYERS • Technical Area clarified more; • Team Officials must stay in area • Area 3’ either side of seated area • Area up to 30” from touchline • Markings recommended • # of persons defined by competition rules • Who defined before match by same • Only 1 person at a time can instruct players • Must remain in area unless medical • All must behave in responsible manner USSF Advice to Referees: Technical area is place from which team officials give instructions to their players.

  4. LAW 4 THE PLAYERS’ EQUIPMENT • Undergarments; • visible sleeve must be same primary color as jersey • undershorts same color as shorts. USSF Advice to Referees: Mirrors outdoor law restrictions

LAW 5 THE REFEREE AND SECOND REFEREE Each match shall be controlled bytwo referees, who have full authority to enforce the Laws of the Game in connection with the match to which they have been appointed. USSF Advice to Referees: Decisions taken by the second referee are of equal validity to those taken by the first referee.

  7. LAW 5 THE REFEREE AND SECOND REFEREE • The referee shall: • Act as a timekeeper… • Stop, suspend or abandon the match… USSF Advice to Referees: Referee 1 has more ultimate responsibility.

LAW 11 - FOULS AND MISCONDUCT • DFK now for 7infringements done in a manner considered by referees to be careless, reckless or with excessive force; • Kicking or attempting to kick • Tripping or attempting to trip • Jumping at an opponent • Charging an opponent • Striking or attempting to strike • Tackling an opponent • Pushing an opponent

LAW 11 - FOULS AND MISCONDUCT • IFK if a goalkeeper; • After clearing the ball, he/she touches it again with his/her hands following a deliberate pass by a team-mate, before it has crossed the halfway line or been played or touched by an opponent; USSF Advice to Referees: Clarification on IFK GK offense

  11. LAW 11 - FOULS AND MISCONDUCT • Players can be Cautioned for 7 infringements. • Substitutes cautioned for only 3 infringements; • Unsporting behavior • Dissent by word or action • Delaying the restart of play USSF Advice to Referees: Follows outdoor laws now

  12. LAW 11 - FOULS AND MISCONDUCT • Players and Substitutes Sent Off for 7 Offences. • Substitutes now also Sent Off for; • Denying the opposing team a goal or an obvious goalscoring opportunity. USSF Advice to Referees: Specifies punishment for a serious offence.

  13. LAW 16 – GOAL CLEARANCE • Procedure; • The goalkeeper may not play the ball a second time until it has touch an opponent or is returned to him/her by a team-mate once it has crossed the halfway line. USSF Advice to Referees: Clarification on procedure

ADDITIONAL INSTRUCTIONS AND GUIDELINES FOR REFEREES • Additional circumstances when DFK and Caution both must be used; • Pretends to be playing ball…really using hands to deceive the referees • Tries to prevent or deny goal with hands ehn GK is out of area, and fails in attempt. USSF Advice to Referees: Additional Referee vigilance is required.

  15. ADDITIONAL INSTRUCTIONS AND GUIDELINES FOR REFEREES • Additional Cautionable offense on goal celebration; • Cover their head or face with a mask or other similar item. USSF Advice to Referees: Mirrors previous outdoor guidelines

  16. Implementation The FIFA Futsal and Beach Soccer Committee has agreed that the amendments to the Laws of the Game and the instructions and guidelines for referee should come into force on 1 July, 2008.
