STANDARDISATION ÚNMZ • The Czech Office for Standards, Metrology and Testing was established by the Czech National Council Act No. 20/1993 Coll. on the Organization of the State Administration in the Field of Standards, Metrology and Testing as the state administration body responsible for such activities. The Office is a budgetary organization subordinated to the Ministry of Industry and Trade. The Office’s mission is to perform tasks set out in Czech legislation on technical standardization, metrology and testing and tasks related to the harmonization of Czech technical regulations and standards with the technical regulations of the European Community. • Since 2009, the Office has been ensuring development and publication of Czech standards. STANDARDISATION European Union One of basic principles – Free movement of goods FMG in 28 MSs + other states under agreement Nice idea – but 2 big problems: • Different national rules and technical requirements for products • Different VAT (and consumption tax) rates in MSs TAX rates – unified scales for taxes + principle of application of rate according to country of destination of goods Zápatí pro jméno autora

STANDARDISATION HARMONIZATION - Standards EU Harmonised standards – prepared in EU standardisation organisations – CEN, CENELEC, ETSI – transposed (mandatorily into the systems of national standards in MSs MSs must withdraw conflicting standards MSs National standards – only for non harmonized area (Notification applies) Zápatí pro jméno autora

STANDARDISATION ÚNMZ, as a national standardization body, makes every effort to respond properly to the needs of industry and regulators, consumers and other stakeholders in approach to standards. STANDARDIZATIONIN CZECH REPUBLIC ÚNMZ as a national standardisation body is a member of EU and international standardisation organisations (CEN, CENELEC, ETSI, ISO, IEC) and secures participation of Czech industry and experts on preparation of standards 115 TNK (National Technical Committees), 2 262 experts • 2016: TNK 152 – Organisationof information about constructionand information modelling of construction (BIM) • 2017: TNK Smart Cities + active in international standardisation • CEN/CLC/TC 10 - eco-design • WG for application of EN 16931 „Electronic invoicing“ • WG ISO/TC 307 Block chain and distributed ledger technologies • CEN/TC 352 – Nanotechnologies) • Smart cities, Smart grids, Smart Electrification… • Electromagnetic compatibility • Energy performance of building • Services • Environmental aspects • CEN/TC 325 - Crime prevention through building, facility and area design Zápatí pro jméno autora

STANDARDISATION ÚNMZ, as a national standardization body, secures easy and cheap approach to standards for every type of company /user. • On line approach – ČSNon line – internet approach – read and print standards (data base of 34 056 standards – EU, national, international, old, new….) – 1000 CZK /6 months + print • Printed standards (UNMZ + 20 sale points) • E-shop (sending printed standards by post) • Income for state budget = +/- 90 millions of CZK/year (2016´) Zápatí pro jméno autora
