Dover Town Modernization Plan: Enhancing Operations and Citizen Access

Overview • The Selectmen are requesting the appropriation of $250,000 for: • A comprehensive assessment of the Town’s work processes and technology environment by an outside consultant • How work is performed today – Work flow analysis • Assessment of technology needs – Equipment/Applications/Network • Identification of best practices – Compare to/model like organizations • A multi-year plan to modernize Town Operations and Communications • Implementation of pilot projects included in phase I of the plan which would ensure that the Town’s employees have the proper tools to perform their jobs • Citizens of Dover are asking for better access to information and the convenience they have become accustomed to provided by smart phones • We do not have an infrastructure to support this

Our Plan • To establish a Technology Advisory Board to provide expertise, advise on and review technology strategy and plan implementations • Ensure that the Town has sufficient in house resources to manage technology and communication initiatives implemented by provider firms ensuring: • Clear goals and performance metrics • Proper testing • Incorporating user feedback • Staff Training • Detailed documentation and ongoing support • Setting and adjusting priorities as the multi-year plan is implemented covering: • Data and Information Management • Communications Infrastructure • Cloud based architecture • Specific applications

4. Our Goals • Combine function specific applications within an integrated platform • Include all town departments and committees and co-ordinate with the schools • Provide citizens with access to ALL information in real time or the ability to access when it’s convenient for them
