Snapshot of Housing Affordability in South Florida • 34% of households in our region have a cost burden • 47% of renters in South Florida are unable to afford the average fair market rent of $840 for a two-bedroom unit • Reduction in State’s Housing Trust Fund by $126 million = Opportunity Cost of 8,800 Lost Units and 19,600 Lost Employment • Average income is not keeping pace with average housing cost
Responsibility of the Regional Planning Council • Each local government must provide a housing element in its Comprehensive Plan • The housing element must be consistent with the Strategic Regional Policy Plan for South Florida • The Regional Planning Councils serve in an advisory role to local governments
HOUSING GOAL for South Florida: Ensure the availability and equitable distribution of adequate, affordable housing for very low, low, and moderate-income households within the Region. Target:Reduce the cost burden in our region to less than 30% by 2010 - GOAL 4B, SRPP
Implementation Strategies • Establish a regional numeric goal for affordable housing • Create a regional tracking system or database • Develop a barrier removal task force • Pursue an incentive based Statewide Fair-Share Model
