Context: about Harrow … • Residents are more than 50 % (BAME) groups. 25% of young Black men are unemployed The largest group, after white, is Indian.  • 3000 refugee and asylum seeker children in Harrow • Less than half the children in schools in Harrow speak English as a first language. • 6% households are lone parents • 14% of households with dependent children have no adult in employment • children live in 50% of unsuitable housing [overcrowded] • Increasing mobility and extensive new housing developments. • Increasing deprivation, especially in 5 wards. • Diminishing LA/services capacity: 7 people in the Early Years Team

  3. about Harrow Early Years… • Provision • 111 PVIs : 110 are good or outstanding. • 153 childminders: 150 are good or outstanding • 1 maintained nursery in a soft federation with special schools • 28 school nurseries: all good or outstanding • Early Years Team Offer • IAG/updates/briefings • Strategic and comprehensive SEND support • Provision improvement • Moderation / transition/ • Area SENCO and advisers: strategic and targeted SEND support • Working stakeholders services/commissioners/ professionals • Inclusion Funding

DD’s case study Words cannot express the joy our children (and if I am honest, the staff and the parents) displayed on seeing the initial stages of the Gruffalo Trail.  The works started in the half term and I had to share the photos with you, as the outcome has turned out to be beyond my expectations! Thank you to you all once again for making my vision come true and for helping me provide the best for the children in my care.

  9. Lessons learnt and next steps • PVIs and childminders need lots of support to create partnerships. • Training is essential and needs to be increased. • We have to be careful that we don’t ‘generate’ SEND. • Robust protection of spend is essential.
