Low Carbon Transition PLan • 27% of the UK’s carbon emissions are from the domestic sector • Government target, to reduce carbon emissions by at least 80% on 1990 levels by 2050. • Need reduction of emmisions from fossil fuels in homes by 29% by 2020 • Existing housing will still make up approximately two-thirds of the national housing stock by 2050.
Warm Homes Greener Homes: by 2020.. • every home where it is practical will have loft and cavity wall insulation - by 2015; • every home in Britain will have a smart meter and display • up to 7 million households will have had an eco-upgrade including advanced measures (e.g. solid wall insulation) alongside smart meters and more basic measures; • landlords – private and social – will take action to improve the fabric of properties; Warm Homes Standard • wider take up of district heating in urban areas, such as in blocks of flats, in new build and social housing, • there will be a core of up to 65,000 people employed in the new industry of energy efficiency
A certain future - Housing • Save over 350,000 tonnes of CO² a year by 2020 through a major programme of retrofitting domestic buildings with energy efficiency and home energy generation measures. • Become the UK’s Low Carbon Economic Area for the Built Environment and help develop the city region as a centre of excellence for low carbon construction skills. • Provide advice and support to universities, landlords and student groups to increase energy efficiency in student accommodation. • Provide regulation, advice, incentives and investment models for private landlords to retrofit domestic properties. • Establish ‘Green Leases’ as an incentive to retrofit and share the benefits between landlords and tenants; investigate the development of green clauses in the Manchester Landlords’ Accreditation Scheme.
A certain future - Housing • Launch a ‘two-degree challenge’ to encourage residents to turn thermostats up or down depending on the season. • Implement a ‘Better than Decent’ programme with the city’s social landlords to take their stock beyond ‘Decent Homes’ retrofit. • Ensure all new homes funded by Government or built by registered social landlords are in compliance with the escalating Code for Sustainable Homes requirements. • Implement the adoption and optimum use of smart meters and voltage optimisers and make this metering widely available through installation schemes and lending programmes at local centres, such as libraries.

LCEA – Housing Retrofit • To reduce CO2 emissions from the existing domestic sector by 26% by 2015. • Understand and scope GM’s housing stock and assess the technical constraints, challenges and opportunities to delivering interventions. • Deliver standard energy efficiency measures to homes at a majority scale across Greater Manchester – 75% of all remaining homes with under-insulated lofts or un-insulated cavities to be treated by 2013. • Offer targeted whole-house interventions to homes using ‘GM Retrofit’ standard and strategy. (50% households offered intervention according to GM retrofit strategy by 2015) • Deliver energy aware households efficiently managing home energy use. All GM homes to be fitted with Smart Meters and have access to in-depth behavioural change energy advice by 2015.
