My brief: • Outline of what the BS pilots are; • How chosen? • Anticipated outcomes? • How they’ll be evaluated, • Additional capacity for undertaking the work. • How is the BS already working in Liverpool? • Will being part of a pilot help support current work? • What lessons do you anticipate will come out of the pilots?
Big Society Vanguard Areas The country’s first big society communities: • Sutton • Windsor and Maidenhead • Eden Valley Cumbria • Liverpool
Big Society ideas • Budget decisions at street-level • Taking over local assets e.g. community pub • Delivering broadband to local communities • Piloting Government’s open-source planning reforms • Taking responsibility for generating energy locally • Deciding licensing rules locally • Building a volunteer programme so they can keep local museums open for longer.
What the Vanguards will do Sutton • Communities want greater freedom to implement sustainable transport schemes, facilitate greener living and create a young peoples project that invests in the community. Windsor and Maidenhead • The council’s plans to give new powers to parish councils, residents being invited to 'adopt a street' or a library, publishing all council transactions over £500 and powers to make nightclubs contribute financially to the policing of the night time economy. Eden Valley • Focus on the community plans for 3 areas: • Lyvennet Valley Community Plan • Upper Eden Community Plan • Heart of Eden Community Plan. • Working with the communities to help enable them to deliver their aspirations in the community plans.
Liverpool Vanguard • Building a volunteer programme so they can keep local museums open for longer. But…….. • A Vanguard Community • Digital inclusion • Citywide volunteer programme • Neighbourhood engagement & co-production of services
How were they chosen? • All four volunteered for the experiment.
Anticipated outcomes? • more is achieved for less money • breathing new life into democracy • stimulating enterprise & purpose in public services • social and economic renewal • redistribution of power
How they’ll be evaluated I don’t know and I don’t know who does
Extra Capacity & Resources? • Constructive responses to requests for new rights and powers. • Support from DCLG officials to help overcome and break down bureaucratic barriers. • A community organiser to help each community coordinate local support for, and involvement in, its plans.
Big Society Bank • All money allocated to England from dormant bank accounts will go the new Big Society Bank • Due to start lending April 2011 • Could be as large as £400m, (between £60m and £100m will be available by the time the Bank opens.) • Will seek extra private sector investment “creating opportunities for social action and community involvement”. • Access to start-up capital” and connecting private capital to investment in social projects. • Will be a wholesale bank, using financial intermediaries to provide access to funds for frontline social organisations.

What lessons will be learned? • Government can’t lead on Big Society • Government can incentivise big Society • Big Society does not = Small State • Voluntarism cannot deliver equitable access to support for the vulnerable
