1. Parameters and Indicators for monitoring of National Plan of Action for Children 2005(1) National Plan of Action for Children 2005 was prepared and sent to Union Ministers and the Chief Ministers of States/UTs by HRD Minister vide letter dated 27th September 2005.
2. Parameters and Indicators for monitoring of National Plan of Action for Children 2005(2) Prime Minister’s Office directed M/o Women and Child Development for monitoring of National Plan of Action for Children 2005 on the basis of 8 parameters on quarterly basis.
Ministry of Women and Child Development translated the 8 parameters into measurable indicators.
3. Parameters and Indicators for monitoring of National Plan of Action for Children 2005(3) Secretary, M/o Women and Child Development wrote to all the Chief Secretaries of States/UTs to take action for fixing quarterly targets for parameters and indicators and to provide the current data for the indicators vide letter dated 29th March, 2006.

Reduce IMR to below 30 per 1000 live births by 2010
Reduce Child Mortality Rate to below 31 per 1000 live births by 2010
To reduce Maternal Mortality Rate to below 100 per 100,000 live births by 2010 Desirable Indicator(s)
1. IMR (0-1 year)
2. CMR(0-4 years)
3. MMR(Maternal Mortality Ratio)

4. Universal equitable access and use ot safe drinking water and improved access to sanitary means of excreta disposal by 2010.
5. 100% of rural population to have access to basic sanitation by 2012. Desirable Indicator(s)
4. (i) Proportion of Urban population with access to improved water source
(ii) Proportion of Urban population with access to sanitation.
5. (i) Proportion of Rural population with access to improved water source
(ii) Proportion of rural population with access to basic sanitation
(iii) Percent of rural habitations with access to safe source of drinking water.

6. To eliminate child marriages by 2010.
7. To eliminate disability due to poliomyelitis by 2007.
8. To reduce the proportion of infants infected with HIV by 20 percent by 2007 and by 50 percent by 2010, by ensuring that 80 per cent of pregnant women have access to ante-natal care, and 95 per cent of men and women aged 15-24 have access to care, counseling and other HIV prevention services. Desirable Indicator(s)

7. (i) Prevalence rate of locomotor disability
(ii) Prevalence rate of Poliomyelitis
(iii) Prevalence rate of disability due to Poliomyelitis
8. (i) Prevalence rate of HIV/AIDS in infants(0-1 years)
(ii) Per cent of pregnant women having access to antenatal care.
(iii) Percent of men and women aged 15-24 having access to care, counseling and other HIV prevention services.
7. Statement showing the Parameters and Indicators(4) Action to be taken on the following lines:
To modify/delete/add to the set of desirable indicator(s), based on suitability and availability of data for the indicator.
Set Quarterly milestones/targets for the decided indicators.
To report the current/latest information/data for the decided indicators with the reference period of information/data reported. Also indicate important interventions in recent two years.
8. Parameters and Indicators for monitoring of National Plan of Action for Children 2005 As of now none of the States/UTs have responded.
Monitoring report for Prime Minister Office is due as on 1st June, 2006 and hence immediate action is required by all States/UTs in this regard urgently.
