ARPAL Fifth framework programme of the European Community Environment and sustainable development SUTRA [ Sustainable Urban TRAnsportation ] WP 14: Cross-comparison and benchmarking • The primary objectives are: • The identification, collection, homogenisation of sustainable urban transport indicators for cities and/or urban conglomerates across Europe – in order to describe the scenarios within a larger group of (current situation) cities; • A comparative analysis of the collected sustainable urban transport in a sort of benchmarking exercise; • A first step towards the identification of promising strategies for sustainable urban transportation; • The development and implementation of an interactive web based benchmarking platform; 1. The main data sources were: • SUTRA set of indicators; • UITP Millennium Cities Database for Sustainable Transport; • Auto Oil II Programme(“Generalized Empirical Approach”); • Urban Audit (DG Regional Policy and EUROSTAT); • Citizens' Network Benchmarking Initiative (DG Energy and Transport - DG TREN); Further data extracted by reports by: EMTA Barometer Of Public Transport In The European Metropolitan Areas, Ecosistema Urbano 2003 di LEGAMBIENTE, CITEPA, CERTU, ECMT European Conference of Ministers of Transport… 1. ARPAL Fifth framework programme of the European Community Environment and sustainable development SUTRA [ Sustainable Urban TRAnsportation ] WP 14: Cross-comparison and benchmarking • Conclusion and Outlook: • Benchmarking is only as good as the quality and availability of the data it is based on; • Inconsistencies and poor data quality are a key impediment to understanding trends in urban travel patterns and the forces behind the trends. • Several factors are no doubt involved, among them: • (when collected at all) data collection methods, measurements and definitions are often inconsistent within and among cities, • in some countries, private public transport operators are not communicating key data citing privacy rights; 1. The data collection process was limited to European data on the scale of urban conglomerate; • Having no access to the data collection procedure, a “post-analysis” of the “robustness” and statistical significance of the merged data was undertaken • The benchmarking exercise shows that certain basic relationships either exist or do not exist between key variables (within the accuracy and statistical significance of the available data, of course); 1.
