SB 244: • Amends TEA Code, Sec. 96.641, to allow the Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT) to include command staff in their Police Chiefs Leadership Series program. • Exempts second in command officers who attend said training from the requirements of Texas Occupations Code 1701.351
HB 3823: Amends Sec. 1701.001 of the Texas Occupations Code to include telecommunicators. Establishes minimum standards for appointment, assignment or employment as telecommunicator. • Includes agencies with less than 20 employees. • Includes all other methods of communication. • Felony conviction is an automatic disqualifier. • Must be at least eighteen (18) years of age. • Must have High School diploma or GED. • In addition to #1013, 24-hrs of crisis communications training must be completed w/in the first year. • Applies only to those employed after 9/1/11.
SB 542: • Amends Sec. 1701.306, subsections (a) and (b) of the Texas Occupations Code as follows: • Replaced the words “officer” and “county jailer” with the all-inclusive terms “person” and “license holder” to accommodate all present and future licensees. • Requires a blood or medical test for drug screening. • Applies only to license applications submitted after 9/1/11.
SB 545: • Amends Sec. 1701.452 of the Occupations Code, subsections (a) and (d) to include the word “terminated”. • Adds “if applicable” to the requirement to exhaust all administrative appeals before requesting a SOAH hearing. • Officially excludes TCLEOSE from the appeal process and allows for the assessment of administrative penalties for those who refuse to change the classification on the F-5.
SB 1600: • Amends Texas Occupations Code 1702.322 to provide even more specific guidelines for secondary employment. • The Texas Department of Public Safety through their Private Security Board administers and enforces Section 1702 of the Occupations Code.
Continuing Education Requirements • Brand new “SEXTING” course (# 3915) • Sec. 217.9 (b) – Department roster credits. • 30-day limit on submission of certificates for credit. • Next legislative update course (#3182) will be made available prior to Sept. 1st – mandate will count for next unit but hours will be credited to the current unit.
TCLEOSE Update • Executive Director Timothy Braaten will retire in October of this year. • Budgetary adjustments: • Redistricting will increase the number of counties assigned to each field service agent. • Reduction of personnel will affect service and wait times in some areas. • New fee schedule – forms and certificates
