Administrative and Professional Qualifications, Duties and Workloads For the last three years, the legislature has suspended staffing ratios (i.e. student/teacher ratios) for all programs, with the exception of four-year-old programs The suspension of the staffing ratios that are in State Board of Education (SBE) regulation were suspended through a Proviso, which is a part of each year’s General Appropriation Act (i.e. Budget) Wording in the Proviso changed for the 2012-13 school year and the Proviso was amended to exempt four-year-old programs and programs serving students with exceptional needs from the flexibility provided in Proviso 1.38

Administrative and Professional Qualifications, Duties and Workloads Student/teacher ratios (caseload limitations) in SBE regulation 43-205 are back in effect for self-contained classes, resource classes, multi-categorical classes, and speech-language therapists for the 2012-13 school year If a district has increased its class sizes for special education classes during the last three years, this class size must now be reduced to comply with current SBE regulation.
