APEC Project EWG 2012 Achieving Low-carbon Development In APEC’s Communities By Using Higher-efficiency And Cleaner Gas-fired Cogeneration Technology Sun Yang Department of International Cooperation National Energy Administration People’s Republic of China
Project introduction • APEC economies are addressing the threat of global climate change by many technologies and methodologies. • Gas-fired cogeneration is an advanced technology. • provide cleaner electricity to the grid • provide centralized heat/cold supply to the residents and buildings • effectively reduce carbon intensity • Questions/issues to be addressed before this technology widely promoted and applied • How can this advanced technology be applied effectively as a solution to meet the needs of low-carbon communities? • How to assess and calculate the amount of carbon emission to be reduced by application of this technology? The objective of this project: to create a framework of necessary theoretical basis for the widely application of the gas-fired cogeneration projects in APEC economies.
Scope of works • Low Carbon Regulations. • Research on existing low carbon regulations in both APEC countries and in China, especially regulations related to the development of natural gas cogeneration technology • Natural Gas Cogeneration Technology. • Research on the natural gas cogeneration technology, including its technical principles, application status and development potentials, assessment on the economic & environmental benefits of the natural gas cogeneration technology as well as its contribution to the city and community • GHG Emission Reductions Methodology • Identification the major barrier to develop the natural gas cogeneration technology and propose a way to reduce the barrier, development of an internationally acknowledged methodology to quantification of GHG emission reductions of the technology
Current progress and future work plan • Period of the project • Feb. 2012 to Dec. 2012 (Extended to Jun. 2013) • Current Progress • Background research has been done • Scope of works for the consultant has been defined • RFP of the consultant has been submitted • Work plan • Dec. 2012 :Contract signed with the consultant • March 2013: International Forum Hosted • Jun. 2013:Final report delivered
