The Committee of Senior Officials Meeting in Tallinn (3 – 4 February 2015) Round Table on Safe and Secure Region • Key – note speech provided by prof. Bengt Sundelius, Strategic Adviser to the Head of Swedish Civil Contingencies Agency • Presentations provided by the Deputy DG of the Estonian Rescue Board, PA Secure Co-cordinators (MSB & CBSS), and the representative of the HQ’s of the Polish State Fire Service • Positive assesment of the activities and achieved results so far. • Support for building comprehensive framework for civil security in the BSR. • Support for keeping PA Secure in the EUSBSR as one of the core policy areas.
The CSO Meeting. Key Expectations towards the Safe and Secure Region • Strengthening CBSS Civil Protection Network cooperation • Recommendations on methods of measuring impact of fire prevention activities • Development of recommendations on macro-regional regional risk analysis related to emergencies and accidents on land • Establishing efficient cooperation management schemes for handling with natural and man-made disasters in the BSR • To include cooperation with HELCOM in the context of shoreline response to environmental disasters
What is ahead of us? • The Project Support Facilility call for applications is open. The deadline fo aapplications submission is 20 March 2015http://www.cbss.org/project-support-facility/ • The review of the EUSBSR Action Plan is pending. The PA Secure status under deliberation. Possible merger with PA Crime? • Implementation of the flagship project FROM GAPS TO CAPS • Developing third Baltic Leadership Programme (topics – participants – training curriculum – time & place). Exploring a possibilty to establish permanent training institution.
What is ahead of us? • Developing policy recommendations to establish macro-regional framework for full cycle of crisis management. • Developing concept of new project aimed at bridging experience-based and knowledge-based recommendation for civil protection
