Adaptation to Climate Change GTZ Initiatives in India Biodiversity and Climate Change: Links with Poverty and Sustainable Development Hanoi, 22nd – 23rd May, 2007 Michael Glueck NRM Programme Coordinator, GTZ.
Climate Change Concerns in India India‘s Initial National Communication (NATCOM) to the United Nations Framework Convention on Climate Change (UNFCCC), 2004: • Already existing threats: • 60% of India is drought prone • Overuse and degradation of most ecosystems • Climate change predictions: • Surface air temperatures + 2 to 4° C (2070-2100) • Up to - 30% in crop yield in rain-fed areas (60%) • Increase of extreme events (droughts, floods, cyclones) • Himalayan glaciers receding => severe water scarcity expected (Times of India, April 2007)
Delhi Ministerial Declaration at 8th Conference of the Parties (COP8), 2002 “Adaptation to the adverse effects of climate change is of high priority for all countries.” COP12, Nairobi, 2006 Modest progress on financing adaptation Adoption of the “Nairobi work programme on impacts, vulnerability and adaptation to climate change” International Policy Level – First Steps Forward “ Adaptation is the “stepchild” of the international climate negotiations so far!”
Additionality of adaptation measures? … adaptation measures are just old wine in new bottles… Rebranding of old development approaches? Additionality of adaptation finance? … just put the money from one pocket to the other… Diversion of official development assistance? Controversial Discussions on Adaptation
India and Adaptation • Intensive discussion in Parliament in May 2007 • National level expert committee on the impacts of climate change • National Environmental Policy 2006 • Identify key vulnerabilities (water, sea-level, forests, agriculture and health) • Incorporate adaptation needs in relevant programmes • Preparation of NATCOM II to UNFCCC (2009) • Indian institutes involved in research on climate change and development (e.g. Indian Institute of Tropical Meteorology, Indian Institute of Management)
Name: Climate Change Adaptation in Rural Areas Lead executing agency: Indian Ministry of Environment and Forests Implementing partners: States Budget: € 7.5 million Euros Project duration: 5 years Pilot states: Rajasthan, Madhya Pradesh, West Bengal Proposed TC Programme on Adaptation to Climate Change, India Unofficial map
Proposed Problem Statement of the Indo-German Adaptation Programme “Public investment programmes are not “climate proof“ and public development programmes do not sufficiently focus on strengthening the adaptation capacities of the rural poor.”
Selected Indian Rural Development Programmes Large Potential to mainstream Adaptation into Public Programmes!
Application of risk analysis / vulnerability assessments Development of technical adaptation solutions Development of financial instruments (weather-based insurance) Development of mechanisms of climate proofing Mainstreaming of 1-4 into large scale public rural investment programmes Contribution to international dialogue on adaptation (e.g. NATCOM) Programme Elements
Policy makers incorporate climate change concerns into rural public investment programmes Rural communities have access to innovative and affordable technical & financial adaptation instruments. Programme´s Objective
How is it structured? gtz Climate C Unit Proposed Programme Approach to Pilot and Mainstream
Structure & Functions – GTZ Climate Change Unit Benefits of CCU • TC Resources for climate aspects are pooled • Synergies by combining 3 DC sector programmes • Integration of various climate change aspects into sector development planning and policies • One stop window for CC services and products
