Director General Explosive Materiel’s perspectives Explosive Materiel Branch • Formed on 30 March 2016 • Combined Munitions and Guided Weapons Branches • Located in Joint Systems Division • Initially retained historical SPO structure of Munitions SPO, Navy GW SPO and RAAF/ Army GW SPO • 1 Dec 16 realigned SPOs to their Capability Managers and created Maritime, Land, and Aerospace EO SPOs. • Each SPO does all EO (guided and non guided) for each of their respective environments

  3. Director General Explosive Materiel’s perspectives • Role “Acquire and sustain explosive ordnance capabilities for the Australian DefenceForce” • What does this mean? Explosive Materiel Branch is the sole authority responsible for the acquisition, importation, introduction into service, sustainment and disposal of all Explosive Ordnance for the Australian Defence Force. As well, EM Branch is responsible for the management of the Department of Defence’s Propellant and High Explosive Factory at Mulwala and the Benalla Munitions Factory.

Director General Explosive Materiel’s perspectives Achievements • Direct support to Air Task Group deployed to OP OKRA • JP3027 - Joint Direct Attack Munition (JDAM) Enhancements were awarded the Essington Lewis trophy for the ‘SME Team of the Year for 2017 and major acquisition over $50 million’. • JP 2086 – Mulwala Redevelopment Project. Last defect has been accepted as rectified. Project has been removed from Projects of Concern List. • MK54Lightweight Torpedo - The Torpedo Maintenance Facility (TMF) has been authorised as a maintenance facility for the Mk54 torpedo. • Outsourcing of Mine Warfare Maintenance. Contract with QinetiQ Australia was signed on 28 Sep 17. • Land Non Guided Weapons - Major Munitions Contract (MMC) was signed on 18 Oct 17. • Standing Offer Deed for EO Freight Forwarding and Shipping Service. The new Deed for the provision of EO Freight Forwarding and Shipping Services was awarded to Redcliffe International.

Director General Explosive Materiel’s perspectives Achievements • The procurement and sustainment of all EO for the ADF is now located in one Branch within CASG, which has lead to better engagement with Capability Managers. • Establishment of Commander Joint Capabilities as the Capability Manager for EO has seen a more Enterprise approach to EO across Defence.
