Mobile Source Emission Reduction Grants (MSERG) • Funding for grants is provided by a tax of 1/64 of a cent per gallon of gasoline sold • The purpose of Grants is to achieve actual reductions from on- and off- road mobile source related emissions in North Carolina to assist the State in maintaining the National Air Quality Standards for primarily ozone and carbon monoxide

MSERG - History • 2006 grant goal - projects that reduce emissions from diesel engines • 2005 grant goal - projects that reduce emissions from diesel engines • 2004 grant goal - school bus retrofits • Prior to 2004 there was a demand for fueling infrastructure for AFVs • Focus has been shifting to diesel oxidation catalysts & biodiesel projects

  5. MSERGs continued • The 2006 Grants have been awarded • The goal for the 2007 grants has not been decided yet • Grants are awarded based on Selection Criteria outlined on the NCDAQ website www.ncair.org

DAQ’s Position on Biodiesel • The NCDAQ supports the use of biodiesel! • Position statement (dated 11/5/04) can be viewed at: http://daq.state.nc.us/planning/DAQ_biodiesel.pdf • Basically states in essence, even if there were a slight NOx increase the overall benefits are positive because of the decrease in other pollutants

  8. Idle Reduction Efforts On-Road & Off-Road DAQ has partnered with other organizations in idle reduction efforts • Truck stop electrification projects & Auxiliary Power Units • School bus idle reduction • Locomotive idle reduction • NCDOT heavy-duty construction equipment idle reduction
