  1. Study overview

  2. About DNV • Independent foundation with around 9,000 employees. • Det Norske Veritas (DNV) was established in 1864 in Norway. • 300 office in 100 countries.

  3. Study Outline • Two study stages: • Part A shall identify all prevention measures and all kinds of mitigation measures that are existing or achievable at short and medium terms. • Part B will study all prevention measures and mitigation measures based on derailment detection. • Scope is the EU-27 plus the 3 candidate countries, Norway and Switzerland. USA and Japan shall be considered in the scope of safety measure identification. • Reminder:

  4. About Part A • Task A.1: Identification of existing operation and technical rules. • Task A.2: Description of the markets and technologies covered by the devices/systems in use or which may be used at the short or medium term. • Task A.3: Description of the rules (inc. specific devices/systems used) in generic functional and performance terms. • Task A.4: Advice on innovative measures (long term) which might be considered in a future R&D project. • Part A is therefore to provide a comprehensive list of existing and potentially available measures against freight train derailment as input into Part B...

  5. About Part A Task A.1: Existing derailment risk measures Task A.3: For ALL measures, how do they work and perform? Task A.2a: For existing technical measures, what is the market Input to Part B Task A.2b: For potential NEW technical measures, what is the market Task A.4: Future Innovations? Input to Research Project

  6. About Part A • Involves: • Surveys of measures via IMs, RUs, NSAs and other stakeholders. • Survey of technical systems from suppliers. • Internet research for both the above. • Existing project team knowledge. • More detail on this later.

  7. About Part B • Task B.1: Fault and event trees of freight train derailments, clearly showing the measures identified in Part A. • Task B.2- Assessment of benefits and drawbacks of existing safety rules, and of new or improved measures at short and medium terms, using data on actual/targeted performance as well as conservative assumptions. • Task B.3- top ten ranking of potentially efficient new safety measures or improvements at short and medium terms, including practical and legal implementation aspects.

  8. Task A.3: For ALL Task A.1: Existing measures, how do derailment risk they work and measures perform? Task A.2a: For existing technical measures, what is the market Input to Part B Task A.2b: For potential NEW technical measures, what is the market About Part B • Risk model developed in Part B • Populated with measures identified in Part A • Leading to the identification of those that are most cost-effective

  9. About Part B • Involves: • Collection of accident data. • Desk work to study accident data to enable risk model to be developed, • Desktop work / consultation to determine where identified risk reduction measures “fit” onto risk model.

  10. Summing Up • Part A data collection, no conclusions. • Part B, data analysis and assessment, with suggestion for improvement / further consideration.
