A Quick Overview 2001 MEC • “Although we are projecting a decrease in elementary enrollments, we see a definite need to replace and update some of the existing elementary facilities to bring them up to contemporary educational standards. Therefore, we are of the opinion that Barnstable should begin the process of considering additions and renovations to several elementary schools.”

  8. TAMS 2003 • Generally, the buildings have been well maintained. However, after a 40-50 year life, most of the components of the buildings are in need of repair, replacement or renovation. Architecturally, the exterior envelopes are deteriorating and require ongoing attention, while the interiors require upgrading of finishes which have worn out. … In general, the mechanical, fire protection, electrical and plumbing systems are outdated and are in need of some level of replacement.

  9. School Building Authority Audit • Good condition with few or no building issues. • Generally, good condition, few systems need attention. • Generally moderate condition, some systems need attention. • Poor condition, possible candidate for replacement.

  12. Order of Priority • Replacement or renovation of a building which is structurally unsound or otherwise in a condition seriously jeopardizing the health and safety of school children, where no alternative exists, as determined in the judgment of the Authority;

Elimination of existing severe overcrowding, as determined in the judgment of the Authority; • Prevention of loss of accreditation, as determined in the judgment of the Authority; • Prevention of severe overcrowding expected to result from increased enrollments, which must be substantiated, as determined in the judgment of the Authority;

  14. Replacement, renovation or modernization of the heating system in any schoolhouse to increase energy conservation and decrease energy related costs in the schoolhouse, as determined in the judgment of the Authority; • Short term enrollment growth, as determined in the judgment of the Authority; • Replacement or addition to obsolete buildings in order to provide a full range of programs consistent with state and approved local requirements, as determined in the judgment of the Authority;

  15. Transition from court-ordered and approved racial balance school districts to walk-to, so-called, or other school districts, as determined in the judgment of the Authority.
